THE DAILY BEE-~WEDNESDAY, AT UST 30 1882 THE CAMPAIGN IN MAINE, The Ooncluding Portion of Blaine's Speech at Portland, Tuesday Night, Mr. Blaine eulogized the republi- <an party as follows: This country to-night, from ocean to ocean, from lake to gulf, presentsa degree of pros- perity, wide spread, more general, more firmly based and founded than ever before in its history. Now, I do not say that legislation has brought about all that, but legislation has aided it and it cortainly has not hin- dered it. If you wait for law to grow crops or to apin cotton or to forge iron and steel you will wait for a long time, but if you feel that law is behind you and above you and around you, pro- tecting and encouraging you, you raise crops and epin cotton and forge steel with a good deal more assurance of good pricos and fair market and all that law could do and all that a wise administration of law has been able to effect, can be claimed by the repub. lican party without title of division of the honor with any other party of the country. |Loud applause]. For 21 years past last March, the destiny of the United States of Ameri ca inso far as that destiny can be controlled by political party has been in keeping of the repub- lican party of the United States, and if thers bo a greater chapter of history written in the annals of human mind 1 would like for Governor Plaisted or any other gentleman supporting him be kind enouvgh to point it out. 1f there be any chapterin history of hu- man progress which has beenso rapid to which human rights have been guaran- teed so firmly and enlarged so grandly a8 within that period, 1 am ignorant where to look for it or where to find it, and now at the end of 21 years in this blessed year of 1882 wo find au opposition madeup of two or three par- ties. What do they propose to do! Nothing. The postive measures, the aggressive policies, the defendersof the line and the meetsand bounds of legis lation have all been taken and pre soribed by the republican party, and outside of it we EIVB had objection and cavil and quibble ard slander, and manner of dishonorable and mean critics following as camp followers after a great procession that has gone ahead, ButI challenge any gentleman to show that in the whole of twenty-one years the democratic party and its vacious side issuee, like greenback and labor and other organ- izations, has ever proposed a measire that was able to be materialized in the form of a bill or resolve of the con- gress of the United States for the amelioration of any human woe, or dor the advancement of any public ood. [Applause.] Whatever may Beaiaior thi republican party—and that a party could bein power twenty- one years and not make mistekes would be absurd; that a party would have millions of people, and not have & déishonest man among them, wcould s absurd—but what ever may be said of the republican party, there is one thiog can truthfully be said: It never can be said that it was not a brave party. It pever can be said that it had a drop of coward’s blood in its whole organization, [Applause.] Never. When that institution thut represented five thousand million of dollars encased in the prejudices of two centuries and representing the labor element of fifteen states and thirteen million people stood in the way of the Union, the republican party met 1t with the sword of justice and it was mnot; [loud ap- plause] and never from that hour to this, never in any crisis that in these full twenty-one years of the republican rty’s majority, never in one case has it bean unwilling or unable or afraid to take the responsibility. And gentle- men you prate of the South and of the wrongs done to 1t. Why, since Maine was o state, aye identically since Maine was a state, the dato serves me precisely—coming in on top of the great Missouri compromise that first wide and deep agitation of the slavery question, never from that hour to this in the 62 years that have intervened has the feoling between the North and South been as cordial and fraternal as it is to night. Never has the time been when in every country and dis- trict and settlement of the South the veriest abolitionist and blackest repub- lican and duskiest African could live and go under guarantee of this great constitational amendment which the republican party engrafted on organic law. [Applause. | i & —— The River Commission. Spocial Dispatch to Tun Brs. New York, August 28, —The Mis- sissippi river cominission had u session to-day. Henry B, Richardson, state engineer of Loutsiana, appeared i]ufnm the commission to argue the neceasity of building levees below as well as above the mouth of the Red river. The commission then discussed the subject of expending part of the monoy allotted to the levee building above the mouth of the Red river in levee building below that point. A resolu- tion to that effect was lost. The secretary of war has daclared that bids for levee building obtained by the Mississipp: state muthorities cannot be used by the United Btates government and that sepurate bids must be adver tised for in accordance with the provi- sions laid down for other harbor and viver improvement works, This will cause a y of from 10 to 15 days. Daring the afternoon the. subject of levees in the Red river was reconsid- ered. The resolution which was voted down esrlier in the day provided tha’ $100,000 from the reserve contingent fund of $493,000 should pe allotted to levee building below the mouth of the Red river. The fsllowing resolu- tion offered by Judge Taylor was final- y adopted: 3 Resolved, That it is recommended that the sum of $50,000 be set aside from the contingent allotment for building and repairing lovees, for clos- ing outlets and crovasses below the Red river which discharge into the and its basin. The object of the meeting was to adopt the new rates submitted by the Union Pa. cific from points on their line going through the Omaha and Council Bluffs elevators. The new rates were adopted, it being understood that the roads not repre- sented will abide by this action. The new criff covers all Union Pacific points as far as Plum Oreck, and differs considerably from old rates. Some of the rates are lower and some higher than the old ones. The new clovators are owned jointly by the roads centering in Omaha and Council Blufts, and rates have been so adjust- ed as to give the new eclevalors as much of the business as possible.
