The Probabilities of One Being Bullt in Lourcll Bluffs This Season. As stated in yesterday's Bee there has been a revival of the talk con- cerning a now city hall. The need of larger and better accommodations is acknowledged by all, The present building is not only inconvenient but in a disgrace to a city of this size. City officials have to hudcle into it like sardines in a box. The first floor, small as it is, has to be used for a po- lice station, auditor’s office, mayor's office, clerk’s office, police headquar- ters, marshal's office, ete,, etc., all in one room. Citizens who have some legitimate business thero are thrown in contact with drunks and dworderlios as they are dragged through and thrust into the pen. There is no privacy allowed to any- one, and no conveniencies. The pen where the prisoners 18 kept is a dis- grace, and there are no chances to kee{: it much better than a slop- bucket, A sober, cleanly prisoner, arrested for some violation of law, has to be thrust inte, the same place as that occupied by some drunken, dirty, vermin-covered fellow, who is given to' vomiting and wallowing. Up stairs there is the superior court, and the room is also occupied by the eity council, and for a sleeping apartment for one of the firemen. If the council wants to hold a session in daylight the court has to move out. If a jury wanta to deliberate for the purpose of finding a verdict, the judge has to de- camp, and let the jury have the room. Thus it is in all departments clashing and crowding, and all for want of room. It is understood that four of the six aldermen are now in favor of pur- chasing land for a city building. What is known as the army property is prominently spoken of as tho most probable site. It is proposed that ar- rangements be made with a stock company to erect a bwlding large enough for the accommodation of the city officers and also for market house urposes. The plan is for the city to ?urnhh the ground free of rent to the company, and the company to put up a building costing $40,000 providing ample room for both a city hall and market house. The profits to the company would accrue from the rent of the market places, and from the city paying the company a small rate of interest on the money invested, with the agreement that at the end of a term of years the property should be given to the city. It is stated that such a company can be organized and the money raised in a very short time. Harrax, Is., May 23.—The con- gaessional fight in this (the Ninth Towa) district waxes hot. The candi- dates are numerous, but the action of the last few days lays bare the arm that wields the controlling influeyce in the matter, We have in Towa what is known as a railroad commission, which is filled by three persons ap- pointed by the guvernor of the state. This commission has the people any good, and was nover intended for that purpose, It has beon used for the most part to ease and cool the hot brains of disappointed office seokers and to this end it has served ,its purpose well, When ex- Governor Gear got the senatorial bug in his bonnet he took from the rail- road commission n non-aspiring man for senator to be out of his way. Then this railroad commission was used to ease down Major Anderson, who was defeated for congress by Col, Hepburn, He did nothing on the commission for the people. He only drew his pay.
