Mysteries Hidden Behind the Mod- {ste’s Sign-Businees Black Lists. New York Mercury. For some days last week there ap- peared in a morning paper the follow- ing curious advertisement: If J. W. will return the skeletons he will receive the price he demands, The name attached to this invita- tion was that of a well known Fifth avenue modiste, and a Mercury re- porter, desirous of ascertaining in what oconnection skeletons were made valuable in the business of enhancing woman's charms, called on the advertiser. The servant etated that she was engaged, and ushered him into a reception room. Across the hall was a door marked ‘‘Private Office.” and the reporter speedily became aware of an anything but friendly conversation being con- ducted on the otherside. Finally the dour opened and a young man came out, followed by tho woman., “Very well,” said the young manin angry tones, ‘‘this is the fifth time you've got me here, and it will be the last. You know how much I want; pay it, or I'LL GIVE THE WHOLE SNAP AWAY.” The modiste entered the reception- room without answering, and asked the reporter his business. She hasn’t paid me a cent these three monthe, and last week she told me she wouldn’t unless I took it at the rate of 810 a week. There are few dress- makers in New York with any style that do a straight business. They can’t. Their customers won't have it. There's more money lent than there is spent on customers’ dresses, and when a bill for a couple of thousand is made out you can bet your life that half of it 18 clear cash with interest. In these here skeletons,” said the young man,|impressiuely, touching the booka with his forefinger, ‘‘there are over $76,000 entries and less than $30,000 of tkem are square business. The rest are loans at 5 per cent. a month that the husbands have to pay for along with the clothes their wives wear. There is one lady in this book whose spring bill will be over 85,000, and less than $2,000 is for dresscs, The restis cash borrowed since last fall and INTEREST ON 1T." *‘Do you mean to spy that dress- making is only another name for usury then?’ ‘I mean to say that many dressmakers in New York lend money on interest to customers, That's where the skeletons come from. The skele- tons are secrot books of the house, On one page of them is entered the actual indobtedness of the customer for dresses. On the opposite pags are the loans. Every month the bouks of the business are made up from these skeletons, the money loaned being charged to the dress- making account, See here. There isn’t & full name in this whole book, you notice, but each amount is headed with a number, a letter, or a some combination of them, This number, letter, star or combination corresponds with some name on the other books, and nobody’s got the key to them but the man who keeps the books, I'm the man who kept the books up there, and I've got the key and theskeletons too. 8o if I don’t get what she owes me there'll be trouble about the spring settlement. But, more than that, T've got the BLACK-BOOK, T00," “What is the black-book?’ *The credit register. There's a system among the dress makers of keeping a sort of registration of customers who are bod pay. It was started about ten years ago by a big modiste on Univenity Place, Whenever a lady ran up an account and refused or failed to settle it the modiste entered her name ina memorandum book, and sent written slips detailing her in- debtedness to the diferent other big dress makers here, They were warned in this way to look out for her, and in return would warn her of their own bad customers. After a couple of years these names made up along list. About five years back, when the: business of lending money commenced, this list became valuable, for it saved the dross- makers from heavy loss. There are some swell names in it, I can tell you, women who are rich enuuuh to buy you and me out with a year's income, and who {ft have to pay cash for every bit of ribbon they buy, But women are not the only ones in the black- book. There are pages devoted to men, too, For instance: You are in the habit of kicking at paying your wife's bills, Very well. You are en- tered as a kicker, and an extra charge tacked to your WIFE'S BILLS EVERY TIME they are sentlin tolpay] for the trou- ble of colluhun. Another man is slow pay; so interest is added to hi bill, " Doubtful husbands are képt ac- count of, and those who have to be sued noted, There are men on the list who are regularly charged with the expenses of suing them to collect Some women are allowed unligited credit, because they have the knack of making cus- would fare badly. “But thoy never go into court,” said the young man, “because they are never disputed. The woman who borrows money from a dressmaker knows thatif she doesn't settle she will be posted in every other establishment in New York, and she sces to it that the bills are paid.
