Nepraska Crry, Jan, 3, 1881 To the Editor of Tus Bsr In your Jast weekiy I noticed a commanication from Mayor Chase, in whick he wished some instructions from the city council in regard to the proposed contract between the city and J. Steriiog Morton in respect to an application to_congrees to refund to the city in moneys. 1f Mayor Chase will acquaint himself with the history of the grounds on which sn application to refund is made, T ati of ho opinion that his senzo of justice will suggest to him *hat no application should be made. 3 The expenditure for the completion of the capitol was made in 1857 to allay n excitoment at that time on the question of capital removal. The city issued what was called “‘scrip,” which was circulated as money aud paid for the labor and material to fin- ish the buillinz, The courts subse- queatly held that it . was irsued with- out authority and the city authorities inod from its redemption. At tho sesvion of the legislatnre rst held at Lincoln, January, 1879, the legislature in consideration of the expenditure of money by Omaba Qity, in__the complation of the capital building donated the building and grounds then valued at §150,000, to the city of Omaha (See session laws o. p. 1869, page 232.) After this liberal donation the holders of the scrip besieged the legisiature for the passage of an sot legalizing said scrip and providing for its pay- ment, An act was finally paseed authorising the bondlng of said scrip in ten yeat bonds at the rate of 30 per cent of their faco valito, provided that not mpre than £35,000 was pre sented, and in case there should that said bonded indebtedness should not exceed $17,500. This act was to take cflect if at an elec: tion to be hld for that purpose a ma- jority of the voters should eo declare. At the_election held for tho purposs it was beaten ten to one. Omaha_ received property of the valuo of 8150,000, for an expenditure of zay 810.09, for printing a quantity of scrip, that never was paid. The actlast reterred to will be fotind in the epecial laws of 1869, page 261. If Mayor Chase, in view of the foregoing facts, wishes to ask congress to_refund to the clty of Omaha for said expenditure, $160,000, let him do o but he may rest assured_that =ongress will be fally posted in re- gard to the facts, andI am of the opinion that he does not believe a sin- gle member would be found in_either houee who would vote for it.
