Representative Stiness, who repre- sents the congressional district which includes Westerly, suggests that the proposition for the establishment of submarine base in Narragansett bay from the Providence Chamber of Commerce be presented to the new commission created under the terms of the navy bill. In response to a letter from the chamber of commerce, Ofr. Stiness writes as follows: ‘It is not my understanding that New London has been made a sub- marine base, to the exclusion of other places, but only that the school for officers located there will be utilized in connection with submarine manoeu- vres, engineering, equipment, repairs, etc., and that for this purpose a neces- sary number of submarines will be there, from time to time.
