But opponents of the League, unable to deny the truth of the assertions cited above, have - brought forward a new argument, which, in brief, is this: That the farm- ers in North Dakota are compelled to pay a much higher proportion of taxes under the League administration than they ever did before. The statement is made by the League opposition that farm property used to pay 54 per cent of the taxes of the state and that it now pays 70 per cent of the taxes. This is a.flat lie. The following facts secured from George E. Wallace, tax commissioner of North Dakota, may be cited to show the true condi- tion: ] In 1916 (the last year in which the old political gang was in full control in North Dakota), farm lands, exclu- sive of improvements, were valued at 54.58 per cent of the total value of all taxable property in North Dakota. Farm improvements were valued at 3.84 per cent of all taxable property and farm personal property at 11.74 per cent, making all farm property 70.16 per cent of the total valuation of the state. FARM IMPROVEMENTS ARE NOW EXEMPT In 1919 farm lands, exclusive of im- provements, were valued at 70.36 per cent of the value of all taxable prop- erty, but farm improvements were al- together exempt and farm personal property was valued at only 3.9 per cent-of the total valuation, thus mak- ing the total valuation of all farm property 74.26 per cent of the total valuation of the state. It is of course untrue that farm property pays 74 per cent of the taxes. City property, paying city taxes and higher . school taxes than country property, together with railroad and against at a much higher rate and thus pays a much larger percentage indicate. On the face of the unexplained fig- ures, however, it would appear that farm property in 1919 amounted to 4.1 per cent more of the total valu- ation than it did in 1916. How is this explained ? . By the simple fact that in 1919 there were 1,352,608 more acres as- sessed for taxes than there were in 1916. This wipes out the apparent 4 per cent shift onto farmers’ property. As a matter of fact, the working farmer, who operates all his own -| property, fares better in proportion to other taxpayers than he did in 1918. All farming property, lumped togeth, er, bears appreximately the same pro- portion to the total property valuation as it did in 1916, but idle farm Jand, heild for speculative purposes, bears a higher proportion of the total tax than it did in 1916 and consequently the farmer who wses his land to pro- duce food proportionately pays less.
