The state would be in position to put in crushers and screening ma- chinery and make uniform prepara- tions of coal for all state institutions, thereby effecting additional savings and economies. “As an illustration of the savings that could be effected the operating figures during state operation can be used. For instance, the overhead charges amount to approximately 50 cents per ton, or on an annual pro- duction of 800,000 tons $400,000. With state-owned mines, having as a foun- dation for development a sale of 100,- 000 tons per year to state institutions, the overhead charges could no doubt be reduced to 25 cents per ton, thus saving $200,000 per year on overhead charges alone. This amount of money would equip one very good coal mine, if properly expended. : “Retail methods of distribution are almost as wasteful as present mining methods and could be made the sub- ject of very interesting investigation. “In conclusion I wish to call special attention to.the fact that in taking over of the coal mines by the state and their operation during the strike period a number of most satisfactory things were accomplished. “First—Assuming that the strike in North Dakota had lasted as long as in the bituminous fields, there would undoubtedly have been much suffering and consequent loss of life from lack of fuel. This feature of benefit can not be computed in dollars and cents. “Second—Assuming the strike pe- riod to have lasted from November 1 to December 10, as in bituminous fields, there would have been a loss of $100,000 in employes’ wages. “Third—The operators of the mines would have lost the amount of over- head expense for that period, which would have run into thousands of dol- lars; they would have been at heavy expense to clean up their mines to re- sume operations and lost some devel- opment work that never could have been recovered; in addition, they would have lost the 25 cents per ton that was allowed them by the state, therefore the operators benefited by many thou- sands of dollars from_ state operations. “Fourth—The public got the coal it needed and at no increase in price. “Therefore, viewing the entire mat- ter from any angle, one must concede that the public, the mine workers and the operators all benefited most satis- factorily from the state operation of mines. “North Dakota can point with pride to its achievements in taking the only practical measure ever devised in set- tling a strike. “Respectfully submitted, “J. The state industrial commission is reported to be considering seriously recommenda- tions to the next legislature that one or more mines be opened on these de- posits to mine enough coal, at least, to meet the needs of state institutions.
