Our program is ‘Land to the people”’ We are trying to secure for every small farmer a sufficient area of land for his own. We are trying to replace big holdings by small holdings, and big capitalistic or corporate operations by co- operatxve operations. “In order to get the land into the hands ‘of ‘the small farmers or peas- ants, we have secured the passage of a law under which cheap loans are made to these men, for the purchase of land. In order to make it possible and “desirable for them to work the land to the best advantage, we pro- mote the co-operative movement. The government gives évery encourage- ment to the co-operatives, which are now growing with great rapidity, and will soon include all of the small farmers. “For example, we have the peas- ants’ bank—a co-operative bank which is very prosperous. Then we have co-operative groups for the purchase of farm machinery and farm supplies of every kind, such as stock foods, artificial fertilizers, ete. This is the largest single co-operative purchasing undertaking in the country. It enables he small farmer to get his implements and everything necessary for the cul- tivation of his land at just as low a price as the biggest landowner could possibly secure them.” Another angle from which the land problem is attacked is the breaking up of large farms and their distribu- tion to a number of small purchasers. The law which makes this possible provides that whenever any tract of land in or about any municipality ‘s placed on the market, the munici- pal government shall be notified of the fact, and shall have the “first call,” or first right- to buy the property at the market price. Each municipality is anxious te secure as many independ- ent farmers in its region as possible; hence the municipal gevernment takes advantage of this légal right and buys the land, after which it sells it at easy terms to peasant proprietors. .
