It was proved to the( legislature’ that the peti- tions initiating this proposed Richards act substitute ‘were fraudulent—names were forged, duplicated and improperly vattached to the petitions. Nevertheless, the legislature hastened to submit the substitute for the Richards law to the people, who: voted on it in 1914, The people voted on this substitute in November, 1914, after they ‘had tried the Richards act at one primary elec- tion, and after the great cry had been made by the politicians and the.news- papers that it had proved a failure. . Despite this, the pedple turned down the substitute act of the politicians by a vote of 44,697 to 37,106, and 81 per cent of the voters, over eight out of every ten, voted on the: measure. By turning down this substitute to the Richards act, after - the Richards act had been tried at one primary, the people again expressed emphatically their confidence in its pro- visions. They adopted it by an over- whelming vote in 1912 and refused to repeal it by acceptmg a substitute in 1914. THE LEGISLATURE FLOUTS WILL OF THE PEOPLE . -This was the situation when the 1915 - legislature met, dominated, as usual, by the politicians and enemies- of direct’ legislation.
