HELLSTROM The marketing of mnonperishable farm products is a question of all importance to the farmer, in fact it touches the consumer as well as the producer.- - : Under present eonditions the wheat grower is compelled to. rush his pro- duct onto the market and sell it re- gardless of the price. ’ The professional speculator know- “ing this condition gathers in the grain and as soon as the farmer has sold his holdings and the bulk of the . grain is out of his hands, prices are forced up. : The producer under this system gets only the minimum price and the consumer pays the maximum price. What is true of wheat is true of cotton, which are the two great staples, wheat in the north and cotton in the south. What is true of wheat and cotton is true of corn, hogs and cattle. 4 .. ' Other Countries Advance P ' In other countries the: government has taken steps to protect the pro- ducer and consumer. In Canada the government has loaned its credit to finance a system of warehouses for storing the grain. . In New Zealand the government has taken over the business of the public warehouses, and also the fin- ancing necessary to aid in storing and moving the products of the soil. In the Province of Yucatan, Mexico, the government has provided publie warechouses where the planter can store his sisal (from which binder twine and rope is made) and obtain a loan from the government secured by the warehouse receipt. ; But in the United States the pro- ducer must rely on private ware- houses to store his product, and the banker to finance the movement of the crops which place him beneath the upper and nether millstones, interest and storage, a sort of heads I win - and tails you lose game of chance. Both the public warehouse man and the banker have been protected under the laws of the land. The government has lent to the regional reserve bank it’s credit by authorizing the issue of government notes that may be loaned to the banker at a low rate of interest upon the security of commercial paper endorsed for discourt. This system has been pronounced * the best currency and banking system ever devised. o Why not apply this system to the storage and marketing of grain? Let there be established at suitable terminal points a terminal warehouse association of producers of farm pro- ducts, for the storing and selling of their product. Let the government: guarantee . their bonds and take a first mortgage lien on the warehouses that should be erected and owned by the association. : Let ‘the government grade and weigh all products received and issue warehouse receipts, showing the na- ture and quality of the product stored, and also show what the average sel- ling price has been for twenty years preceding the date of deposit. Real Rural Credits These certificates should be avail- able to seture a lean equal to eighty per cent of the average value of the produce. - The government should is- ‘sue it’s motes and loans to the asso- ciation at a low rate of interest and hold the storage receipts as security. The terminal association should be formed by the cooperation of the local or primary elevaters or warechouses, being affiliated and bonded and super- vised by the government, thereby en- abling the producer to deposit his pro- duct in his local warehouse or elevator and receive a warehouse receipt for it properly authenticated. The = terminal association shall maintain under government super- vision a free and open market for the sale of farm products. This will enable the producer to carry his product at a neminal cost, conse- quently will remove the conditions that cause the violent fluctation in the market, and conditions will be- come uniform with stable prices.
