REMEMBER THIS :—Bismarck now says that “The present capitol building will do for many years to come,” but don’t be deceived. If the new capitol is not built at New Rockford, the politicians will endeavor to build one at Bismarck at once. < Having arrived at the available fund which the fed- eral government wisely provided, the question remains as to the wisdom of its expenditure. Surely there is no doubt in the mind of any one that the state must build a Capitol building. This being so, shall it be at Bismarck or somewhere else within the state? If not at Bismarck —where? We believe that New Rockford offers the most advantages for the conveniences of all the citizens of the state with the exception of the people living within a small radius of Bismarck. We believe that anyone out- side of that small radius voting against placing the seat of government at New Rockford is voting against, not only immediate interest, but against the interest of gene- rations yet unborn. We sincerely hope that this message will appeal to you from the broader view of statesman- ship by adjusting the proper balance of internal affairs and giving all citizens, for all time, the advantages of recent railroad progress and municipal improvements which New Rockford has to offer. We offer this out of a spirit of unselfish service to humanity. ) STATE OF NORTH DAKOTA } COUNTY OF B THE NONPARTISAN LEADER THE INITIATIVE PETITION Paid Advertisement - Great Saving to Taxpayers A glance at the state map will show how convenient- ‘ly located New Rockford is, both as to railroad facilities and nearness to center of population. Even with the present train service it is much more accessible to all sec- tions ‘of the state than Bismarck. When the Great Northern completes the New Rockford-Lewiston line from the west to this point, and the proposed line from New Rockford to Larimore (making connections with Grand Forks) this city will have the greatest railroad advantag- es of any city in the state. In order to give you a further idea of the mileage saved, we wish to call your attention to the fact that it is 190 miles from Minot to Bismarck via the Soo line, while it is only 109 miles from Minot to New Rockford via the Great Northern: It requires nine -hours on the train to go from Minot to Bismarck while it requires three hours and thirty minutes from Minot to New Rockford. For a person north and west of Minot, it means the actual loss- of.two days time in traveling on the cars, to spend one day in the capital city.. In addition to this, there is a loss of four dollars in railway fare; there is also the loss of two days’ hotel bills. All these items are paid for by you and other taxpayers of the state. : From Grand Forks and the territory north and north- west of Grand Forks the distance to Bismarck is 273 miles, while the distance to New Rockford via the line through Larimore, which will be ready for use before the capitol building is erected, is only 118 miles. This means, also, a saving in time and hotel bills. The saving in railroad mileage alone would be 310 miles on the round trip, which represents an expense of $7.75. Thousands of people go annually from this territory to Bismarck where the expense for each person, at a minimum, would be $20.00 more than if they were coming to New Rockford. X Fargo to New Rockford, saving $3.55; Jamestown to New Rockford, saving $2.05; Devils Lake to New Rock- ford, saving $12.00. The following public institutions of the State are permanently located at t-he—places' hereinafter named, each to have the lands specifically granted to it by the United States, in the Act of Congress, approv- ed February 22, 1889, to be disposed of and used in such manner as the Legislative Assembly may prescribe, subject to the limitations provided in the article on school and public lands contained in"this constitution: : First. - The seat of government at the city of Bismarck, in the county of Burleigh until July 1st, 1922, and at the city of New Rockford, in the county of Eddy on and after that date. : ; : : g Second. The State University and School of Mines at. the city of Grand Forks, in the county of Grand Forks. Third. The Agricultural College at the city of Fargo, in the county of Cass. ot Fourth. A State Normal school at the city of Valley City, in the county of Barnes; and the legislative assembly in apportioning the grant of eighty thousand acres of land for normal schools made in.the Act of Congress referred to shall grant the said normal school at Valley City as aforementioned, fifty thousand (50,000) acres, and said lands are hereby appropriated to said institution for that purpose.: Fifth. The school for the deaf and dumb of North Dakota, at the city of Devils Lake, in the county of Ramsey. “Sixth. A State Reform School at the city of Mandan, in the county of Morton. : ' Seventh. A State Normal School at the city of Mayville, in the county of Traill; and the legislative assembly in apportioning the grant of lands.made by congress, in the act aforesaid for. state. normal schools, shall assign thirty thousand (80,000) acres to the institution hereby located at Mayville, and the said lands are hereby appropriated for said purpose.
