& wr MRS. KERR'S BUILDING, ME. HONDLOW'S DEFENCE AND THE ARCHITECT'S STATEMENT RELATIVE TO MRS. KERR'S CHARGES, ‘The statement in regard to the alleged building fraud rooklyn published yesterday in the Heracp has in excited marked attention both in this city and Brook- lyn, and the probable result will be the thorough veo- Ulution of the case, Mr, Hondlow, though he retused | to make any statement when requested belore the case was inade public, presented his side of the story yes- terday in one of the Brooklyn pupers, im which he | makes a general diselaimer of all responsibility in re- gard to the building tn question. He does not deny that he acted as asent for Mrs. Kerr nother work previous to that complainea of, but apparently wishes it understood that bis service in that capacity terminated before the contracts for the Fulton street building were drawn, ‘This, howeve! flatly denied by Mrs. Kerr. TK ARCHITECT'S STATEMENT, Mr. M. J. Morrill, the architect who planned the Duuding, yesterday made to the Heraty tive, in substance, the following sts empl Irs. Kerr to design te building in ques- tion, and at the time did not know formally that Mr/ Hondlow was her agent, though he un erstood subs’) sequently that tobe the case. He did not know thud Mrs. Kerr exp “d andsome French flat houre to Be constructed, and be prepared — bis plan accordingly for a plain .tenement house simply. His guiding privciple m the design was to prepare the which should accommodate us m: je, (aking Into considerativn the pro- posed outlay ior its coustruction. It was his intention To build itn as cheap a plan xs possible consistent With strength and safety, und be considered that 4 design had been accurately executed. AS algzemert house he thought tia good one for the money ¢ pended, though he acknowledged that many of the rooms Were very small wnd dark, The alterauion in the original design by the substitution of a wooden stair. case for an iron one, with board steps, he considered no injury to the building, as it was, in his judymet, equally safe, wud the diflerence in cost bad been ac- counted for im the settlement of the contracts. It was the ordinary custom to construct tenement houses with one staircase only, ana he supposed, therefore, it might be deemed su When questioned on the more general point of the advisability of the erection of such a house by Mrs, Kerr, ke Was less exphett, He dia not know of the existence of a $4,000 mortgage po the property at the outset, but understood that Mrs. Kerr had ready money to the amount of $4,000 at her disposal, which, added to the $18,000 net receipts trom the Mutuald.ite Insurance Company on their first 20, Would leave only a few thousand dollars deticiepey to be covered by a second mortgage He supposed that Mr. Hondlow must bave known the true state of the case, but lieved = that be advised Mrs. Kerr as he considered best for her interests. He hud submitted the plaus and spcetfications to Mrs. Kerr aud supposed that she had counted the cost of the undertaking and knew what she was going to get for her money. Mr. Hondlow might have assured her that the building would be erected tor $20,000, but that wus a mere goneral state- ment. He did not know whether a woman could bo expected to understand plans of that character, and beheved that shes had submitted them to Mr, Hondiow ané@ her other friends tor advice, He know that she had expressed herself very much diseatistied with the buildiug while 1, was being built, but be thought that ho hud done all sbe could reason- bly expect to sutisty ber, He denied absolately all putation of collusion between himself and Mr, Hondiow, and, as tar as he was concerned, all accusa- tions of having used harsh language toward Mrs, Keer. BOARD OF TIRE UNDERWRITERS. AN ATTEMPT TO REORGANIZE THE ASSOCIA- TION—APPEAL OF THE NATIONAL COM- MITTEE, The Committee of Fifteen of the National Board of Fire Underwriters has issued an address to the “non- Board” companies through the chairman (Thomas Bchard) of tho Fireman’s Fund Insurance Company. The committee assuines that on some points at least tho Board and nou-Board companies agree, und they | aro these:—First, that the public should hold the anderwriters’ fraternity in esteem; secondly, that un- derwriters should be able to aifect public opinion so as to prevent unjust and oppressive laws and taxation; that the business should rest on a statistical basis; nd thirdly, that the sum of t apnual tre losses Bifald be reduced, The committee state that it is a well kuown fact that the good years for the ingurance men have been those tu whieh the entire frdternity joined bands tor the vommon good. Business prospered then because its wethods Were scientific and reputable, but so soon committee a “Willthe non-Beard oc ato Whol, to their jadgment, the bottom rate is on and wilt they unite in dug that rate the munimam? Will they suggest any form of national organization preferable to the Ppresent!’’ These questions are subimitted in the hope that the non-Board companies may see their way toa happy solution. The appeal, whica is very long, has been sent to the English companies whieh recently withdrew from ihe Board and to the companies which Dave held aloot trom the vrgavization. ‘Ta HOBOKEN RUFFIANS.
