Constable, of Arnold & Constable, being the merchant appraiser to take testimony and report. The Henaxy reporter learned that one witness who was before tho merchant appraiser yesterday was Mr. W. Rothschild, of the late firm ot Ottenheimer, Roths- | childs & Co., who had formerly been in the corset business, This information was obtained from a member of the Jate firm, who had also been summoned as an expert, and was then waiting to be called. This gentleman Btated that he was satisfied that the government had 25,000 annually by legislating in the interest of domestic manutacturers of corsets, His house, he said, had imported as many as 6,000 dozen per month while in the business, which they baa fivally abandoned Decause domestic manufacturers imported bone and other material free of duty, and so were enabled to un- nerseli thom. The gentleman was very anxious to vol- uoteer this information, and as he has not yet testified defore the appraiser his statement is at least interest- Ing. J. Rosenbaum, of Rosenbaum & Freidman, of San Francisco, was subsequently examined as’ to the valuation of the goeds invoiced, but, as he admitted that he was not an expert, be was not detained any length of time. Among others who had been summoned and were in attendance were Mr. Sargeant, of A. T. Stewart & Co. ; Julius Hart, formerly an importer of corsets, an A. Wimptheimer, of Wimpfheimer & Brothers, No. 198 Church street. It 1s understood that about ten ex- perts in all will be called, and upon their testimo: will largely depend the solution of the question whether the German importers and manufacturers have combined to swindle the government by invoic- | ing at low valuations, or whether the matter 1s ono started by domestic manufacturers with the object of driving importers of the foreign article out of the business. A few days of investigation will doubtless settle the point, POLICE DEPARTMENT. The use of a sys- tem of signals by raps with a club by any private watchman or organized body of such cannot, the com- munication states, but result in misunderstanding and Qnnoyance to the officers on post. The letter, tn Conclusion, intimates that unless the Tele- graph Company discontinue the use of police forms and clubs by ther employés every man caught wearing the same will be arrested, The Commissioners stato that these private watch- men are the cause of much trouble to the department.
