Me FINANCIAL AND COMMERCIAL The Stock Market Featureless and _ Barely Steady, GOLD 1131-4 A 113 A 1131-8. Money on Call Loans 3 and 4 Per Cent— Foreign Exchange Quiet—Government and Railway Bonds Easy. Watt Street, Moxpvar, April 17—6 P. ‘The market opened where it loft off on Saturday, and prices followed seriatim hike 4 feuilleton in o French newspaper which is promised ‘to be continued in our next.” For the frst balf hour things were as thoroughly mixed as the fragrant rappee of an old timo Scottwh laird, and were productive of a sternutativo sffect on both bulls and bears. Shortly aftorward the whole markes experienced a set downward, which was shown in thé decline of Western Union from 66% to 66; Lake Snore from 56% to 554; Pacific Mail from 205, to19%; Michigan Central from 5575 to55; and Erie from 15% to 1534. Theso composed the opening and closing prices of the day, but by no means the highest, which latter wero obtained about noonday under what, in these full times, might be described as a decidedly active market, This change was brought about by the im- pulse given to Western Union by a sharp demand fer account of the great Gambling act pleader, Jay Gould may possibly be ‘‘a nice young man fora small party,” but he evidently docs not fancy a crowd. Largely short of Western Union he discovered the oxistence of too much company holding the same opinion as bimself, and took the summary process of getting rid of his followers by smartly bidding up the stock, and thus compelling them to cover. The small bears hav- Ing thus been sent to the right-about with claws clipped and teeth filed, the upward move- ment hesitated, and eventually drooped back halt a point or so. The effect of the $ransaction, however, had been to force the price upward from 66 to 67\{, from which latter figure it fell back to 667%, at which it closed. ‘While the general opinion on ’Chango is hostile to Western Union there are many firm believers in its value who assert that its net earnings are of the most satisfactory nature, This statement is in turn met by the asgertion that the company has discontinued in a great measure the construction of further lines and that the general system of poles and wires is suffering from o want of proper repair and maintenance in order that a favorable showing may be made when the proper time calls for it. Itis to be hoped that the noxt re- port of the corporation will show how mach money bas been placed to the credit of earnings that should properly be charged to the debit of expense account, ‘The course of the telegraph stock seemed to give tho Keynote to the rest of the market, which followed 1t, as does an orchestra the baton of its leader, There was nothing in the internal condition of the railroad shares themselves to move the market either way, though tho existence of a feverish feeling was ascribed jo a con- templated meeting of railroad representatives on Wed- nesday next, in this city, for the usual wrangle over the rates for freight and passenger traffic. Erie, starting ot 1534, ran up to 1644, and closed at the opening price. It seemea simply to have been favored by the same slant of wind which was affecting the rest of the market, for there was nothing here to influence it pro or con, and olficial prices from tho other side were wanting under the close Easter Monday holiday on the London Stock Exchange. The popular game of pool which is now being played by railroad managers may result profitably to al the participants, but if so it will bo the first pastime of the sort that we have ever known with this issue, In- variably the ‘‘house’” absorbs the greater part of the winninzs—a conclusion which the ‘“pubhe,” in a Bynonymic sense, regard ag neither lame nor impo- tent. After the teapot tempest of the morning things be- came as insipid as a second drawing of bohea, and brokers, lacking orders, betook themselves to their usual haunts, where the cup which cheers and also in- ebriates passed without slip {rom counter to lip. This accounts for the apparent. discrepancy between tho amount of bonds held to secure circulation and circala- tion outstanding. No order has yet been recoived at the Sub-Treasury in New York respecting the payment of silver comm. It is understood that all fractional notes for which suver is desired will, under the orders to be issued, have to be sent to Washington for examination; that then drafts will be returned on the Sub-Treasury here and else- where, which will be honored in silver coins, It is known that there is in circulation more or less counter- feit fractional currency, and the system to be adopted will secure its detection, THE FUNDED LOAN oF 1881 Secretary Bristow has just issued notice that sealed proposals will be received at the Treasury Department until twelve o’clock noon on the 22d inst, and be opened immediately thereafter, for the sale of five per cent coupon or registered bonds of the funded loan of 1881, authorized by the acts of July 14, 1870, ana January 20, 1871, bearing interest, payable quarterly, from May 1, 1876, in lots of not less than $500,000 to the total amount of $5,883,000. These bonds will be sold for gold, and payment thereot must be made within five days after the acceptanco by the depart- ment of the bids. Each bid must be accompanied by agold deposit of two per cent of the amount thereof, and no bids at leas than par in com must be considered, Payment may be made at tho office of the Assistant ‘Treasury of the United States, New York, and bonds will be delivered at the Treasury in Washington, or if preferred at the office of the Assistant Treasury of the United States, New York, at the expense of the pur- chaser.
