10 WASHINGTON. —- Republicanand Democratic Caucuses. THE NEW FINANCE BILL. A Significant Vote Subsidies. FROM OUR REGULAR CORRE \T. WASHINGT D. C., Dec, 21, 1874 PINCHBACK IN THE REPUBLICAN CAUCUS. The caucus seems vo be a very popalar instiru- tion of late. The republican Senators, not cole tent with their four hours’ secret session of Sat- urday, held another caucus to-day of the same length, and the democratic Senators held & lengthy caucus. Both belore and after the adjournment of the Benate the republican Senators were called to- gether to bave @ further conlerence concerning the propriety of admitting Mr. Pinchoack toa Beat in the Senate. Strong objections were made to the justice and propriety of this on Saturday. ‘Po-day the discussion in regard to it was very ex- citing. Some Senators did not hesitate to intimate | ‘hat they woud vote against Mr. Pinchback, even if the caucus decreed his admittaace. Senators who have looked atthe validity of bis election | Jrom a iegal standpoint, such as Edmunds, Howe, Frelinghuysen and Carpenter, ail took tne grouna | that Mr, Pincbback could not properly be admitted on his present credentials, Among the Soutnern republican Senators, Mr. Robertson is outspoken against it, Scarcely any Senators of inf_uence except Mortoa, Hamlin, Chandler and one or two others favored it. and Mr. West were very earnest in the afirma- | tive. - The expression of the views of those present | indicated that unless there is @ great and unex- pected change of opinion hereafter Mr. Pinucn- Dack’s déout in the Senate is indefinitely post- | poned, PINCHBACK IN THE DEMOCRATIC CAUCUS. Tne democratic Senators in their caucus also @evoted much time to Mr. Pinclback, Tney agreed that, as there was a probability of an at- tempt to seat him, they would all resist it by every possible means in their power. Each Senator alao bound himself to be in his geat at the opening of the dally session ana re- main within call of his associates till tne adjoura- ment. it was further determined that the democratic Senators should all vote for the longest possible holiday recess, as they held that if Congress re- mained in session the time would be devoted by the majority to political machinations and not to business, It was also determined to invite the democratic members of the House to a joint conference at an early day. SHE NEW FINANCE BILL REPORTED TO THE | SENATE. A specialmeeting of the Senate Finance Com- mittee was called at an early hour this morning, aud Mr, Sherman submitted the new Finance bili determined tpon at the republican caucus on Sat- urday. He was immediately authorized by the re- Publican majority to report it to the Senate, Which he-did early inthe afternoon, The new bill has been considerably discussea by Senators and members during the day, and to-night it wil) prob- ably commana a party vote in both houses, although some of its provisions are not satisfac- tory to many of the republicans. It will also probably get some democratic Votes, but the Senators and Representatives of that party are in the main disposed to let it go pon the statutes as a party measure, as they re- sent the idea of an important bill like this being prepared outside of tne committee room and in a secret party meeting. A republican Senator said to-night that the bili fread very smoothly and would help to tide over the next election, put he did not think thet prac- ticaily it amounted to anything. BOLD PROCEEDING OF THE CHAIRMAN OF AND MEANS.
