New ORLEANS, April 25, 1874. Captain Blanks, in aletter toamember of the Relief! Committee, says:—‘I have just returned ‘with the Quachita Belle from Camden, Trenton and Monroe, through the overflowed district of North Louistava, and see that efforts have been and are being made to relieve the suffering occa- sioned by the overflow, I have also seen a tabular statement which was presented by you to a meeting of citizens from the overflowed district held im the Senate Chamber some time last week. From personal knowledge and direct information obtained from others within the last few days, I am satisfied that said estimate is by far too low. AS you have been re- quested by three different public meetings held in the overflowed districts o/ Louisiana to represent their wants and conditions, 1 now present youa statement of the localities and NUMBERS NEEDING HELP Qt once, so that you may present them to the Goveraor and Committee on Distribution appointed by His Honor the Mayor:—Lower Black River, 300; Marder, excluding that part of Con- cordia parish on Black River, 500; Wilson’s, on Black River, 400; Trinity, excluding Tensas Bayou, Little River, 1,200; Harrisonburg, includ- ing Bayou Louis, 1,000: Starb’s landing, in- cluding Braine landing, 300; Carter’s landing, 400; Bunker Hill, between Ouachita and Bayou Boeul, 1,500; Columbia, including Frankhn and Ouachita or Beeuf, and between Ouachita and Beuf River, 2,000; St. Albans, including the bottom on both sides, 1,500; Hopewell and Waco, including Back Swamp up to the Ouachita line, 1,000; Munroe, 1,500; total, 11,600, ‘At the lowest estimate this number may be said to be in actual want, and many have been so for days, 4s they have now been under water some two or three weeks. They have lost all their hogs, and mearly all their cattle are lost or starving. The people themselves have neither money noe credit, go place to go to and nothing todo. But this esti- mate by no means discloses the number of those residing on the small bayous and creeks which have been overflowed by back water and floods of rain. The people have generally been on land, but have lost Much of their stock and improvements and are OUT OF PROVISIONS AND and the prospect of making crepe a 80 dis- couragiug that none are willing or able to advance them supplies. Those, too, must suffer or receive assistance. If these be added the number needing help is not short of 25,000 people in the district re- ferred to. Tne Times save the extent of the damage which has resulted from the great overfuw is just beginning to be fully under- stood. That it was vast was readily conceived, but that it should invoive 5,000,000 of acres and a population of 178,000 was apparently oo Teasonable calculation ; but such is really the case. In the cotton regions it 1s now ascertained that nine of the largest and richest paciahes producing cotton have nm inundate ‘the parishes of Carroll, Morehouse, Richiand, Madison, Franklin, Tensas, ‘Caldwell, Concordia and Catahoula are all overflowed and embrace fully 2,500,000 acres. The amount of cotton land in these parishes in actual cultivation is ascertained to be 250,000 acres, besides 100,000 acres in corn. These esti- mates include only the large places, leaving out hundreds of small farmers and all estimates for cattie, hogs and gardens, The population of these nine parishes is 20,394 whites and 64,083 blacks, according to the census ot 1870, In the sugar peoduoing parishes ascertained facts discover an equal if not a greater umount Of ruin and suffering. These parishes are Pointe Coupee, East Baton Rouge, West waa Rouge, Jverville, Ascension, Assumption, La- fourche, St. James, St. Jolin the Baptist, St. Charles, Terrebonne and Plaquemines, The over- flow im these parishes covers nearly 2,500,000 acres, tilled and untilled, including a production of 30,000 heads of sugar, besides a jarge product of rice and the crops of small tarmers, of whom there are mauvy hundreds, who have lost their stock and pretty much ee else ‘end possess, The populations of ae Chine ‘ishes, ac- cording t the census of 150, was 368 whites SS blacks, sms & total of 122,609, from which must be leducted tation of East Baton Kouge, ® small portion of that parish has suffered from the overfow. That deduction being maae the parishes named contain a population of 102,609, In all the parishes named it is believed that more than 25,000 people are now in actual suffering for the necessary suppites of life, and that im less than sixty days the number of those whose circumstances will require alleviation will increase to more than 50,000 persons. Above we present all the facts, as far as ascertained by the relief committee to yesterday. Mr. John K. Clow, of St. Landr parish, in a note reterring to the above, says:—“{ have just seen in the Times of this morning an f Sarnath ado esti- mate of the extent of the damage which has resulted from the overflow in nine North- western parishes north of Red River, and then passing at the mouth of said river over to the parish of Point Coupee. The estimate includes ali of the parishes between the Mississippi and Atchafalaya rivers to the Gull; which is all very correct as far as it goes, but the immense body of wacer which comes down the Valley of the Mississippi and Ouachita and Black rivers, passes across Red River some forty mules from its mouth, and meeting with no obstruction until it meets the levee on Bayou des Giaizes, it sweeps with irresistible force over its iee- bie barrier, eeeret @ breadth of coun- try from twenty-live to thirty miles wide through the eastern portion of Avoyelles and St. Landry parishes, and covering all the lands im that region, which includes within its limits the larger portion of the most productive lands on those two parishes... Beginning at Moreamont it washes around what is called the big bend of the Bayou des Glaizes down to Sorrisport, a distance of more than forty miles by the meanders of the Bayou, which 1s thickly settied, thence down the low lands on the western side of Atchafalaya, River, bebind the plantations on that river, inun- dating them from behind. Witnin the Itmits’ of the land thus submerged there are not less than 10,000 souls, inciuding white aud black, mostiy of the la- boring class; but no doubt some of the proprietors arein a suffering condition, on accoun: of the almost total failure of the crops of both corn and cotton through the wet weather of last year.” AN URGENT APPEAL FOR PROVISIONS. A despatch trom Vidalia, Concordia parish, says: “A public Meeting assembied nere to-day. Five cpoussnd eure in this ‘tion are represented as suffering for want of food. A committee has been Appointed to procure supplies,” The Mayor of Trenton telegraphs:—"We are all Overfiowed. Send us 00 rations by Ouachita Belle i possibie. The o ‘ed population in par- tucular are in distress,” Large quantities of provisions were shipped to the sufferers to-day. ‘The relief committee has wot fairly to work. The demands upon it are much greater than at first expecied and increasing daily, as the water from tue crevasses continues ading. Another great rise is coming out of e Red and Ouachita rivers, Sad State of Affairs in the Ouachita Valley. New ORLEANS, La., April 25, 1974. The following despatch shows that tue food in the Vuacluta Valley has not abated, but is increas- ions Mowrog, La., April 24—6 P. M. It is impossible to give an idea of the extent of the overfiow here. The water is higher than eyer | ‘mown before. The town is an island two and @half milesjong by halfa mile wide, from which there is no exit except by boats or swimming. From the crossing of Railroad and Desard streets back is one wide sea. Boats come and go from Oakley’s, The people living in the rear have been driven in. Ali the vacant houses have been taken and several Jamilies are li in the Court House. Business i# almost suspen but the houses are open. Fully 1,000 people have not rations for three days nor money to buy with. Stock of every de- <7 athered in the town, are starving. Cotton is brought in and goods sent ont to Claibourne, half a mile distant, on fats. At Herd’s and Standeler’s residences the water is two feet aeep m the yards. On the river bank front the sences are nearly ail washed down, A steamboat could run down Cotton street. The river rose one inch last night. It has rained slowly ever since daylight and is still raining. WASHINGTON, April 25, 1874, ‘The Signal Office reports a rise on the Mississippi during the last twenty-four hours of three inches at Cairo and of one inch at Memphis, Helena end Vicksburg, with the upper river falling, and a fall of two inches at New Orleans. Tne Missouri River 18 reported falling above Leavenworth ang rang thenes to its mouth. The Ohio is fallin way down to Paducah, where there is a iy tise of two inches from the Tennessee, while cum- berland and Allegneny are both falling. A rise of five inches is reported on the Red River, at Jabrove: rt, caused by the recent heavy rains. No reports om the Arkansas were received to-day. Moving the Mails. MeEmpuis, April 25, 1874. Memphis and Little Rock trains went through to-day by transferring at washed points, Aid from Chicago. Curcaco, I., April 25, 1874. The committee appointed by the Board of Trade of this city to solicit subscriptions for the relief of the sufferers by th floods in the Lower Mississippi have collected to-day between $2,500 and $3,000, which will be immediately for- | warded to New Orleans, and will be followed by further contributions, as the committee are hard at ig and there 1s @ very general disposition to give liberally. Relief from Cincinnati. Cincinnati, April 25, 1874. Committees from the Council and Chamber of Commerce are active in securing sudscriptions for the relief of the sufferers by the flood in Louisiana, and the Board of Trade will sooa take action to co- operate, Relief Received from Boston. New ORLEANS, April 25, 1874, Mayor Cobb, of Boston, to-day telegraphed Mayor Wiltz to draw at sight for $10,000, making —— contributed by Bostonians for the over- wer Mayor Wiltz yesterday reported $30,000 in bank to the credit of the relief fund, Aid from the Empire City. Total. ‘There were 479 deaths, 425 births, 174 marriages and 52 still births reported to the Registrar of records during the past week. George E. Hutchinson was arrested last night by the detectives at the Central Office, on a warrant from the Governor of Ohio, charged with forgery. Marshal Conklin, of the License Bureau of the Mayor’s office, reports that during the week he granted 209 licenses and received therefor $354 50. OfMficer Wandlung, of the Tenth precinct, ar- rested Charles Wilks yesterday on suspicion of hay stolen a watch from a gentleman on a Grand street car. The police made 1,770 arrests during the past week. During the lust week 5,215 vagrants, of which number 1,477 were females, were lodged at the different police station houses, Consummers of Croton water should take notice that the Croton water rents for the year 1874 wiil be due on and aiter the 1st day of May, and should be promptly paia at the office of tue Water Re- gister, No. 10 City Hall. George Spence, aged twenty years, employed as fireman on board the steamship George Washington, lying at Pier No, 9, North River, fellinto the dock on Friday morning and was drowned. Search was made jor the body but it was not recovered till nearly twenty-four hours alterwards. Coroner Groker was notified, Deceased lived at No. 120 York street, Jersey city. The Fire Department report seventeen fires for the week ending April 25, at eight o’clock A. M.,' involving a loss of $5,870; insurance, $44,000. The causes of the several fires were as follows:—Care- lessness of occupants with candles, matches, lamp and cigars, 7; children playing with matches, 2; Soul chimneys, 2; hot coais from stove, 1; mali- cious miscniet, 1; not yet ascertained, 1; over- heated flues, 2; pot of tar boiling over, 1, At a meeting of the Board of Police, held yester- day afternoon, Captain Walsh, of the Seventeenth precinct, was transferred to the steamboat Seneca, Captain Mount, of the Seventh precinct, was sent to the Seventeenth, and Captain Sedbort was transterred from the police boat to the Seventh precinct. A communication was received from the Citizens’ Association on the subject of houses of bad repute in the Eighth ahd Fifteenth wards. Commissioner Van Nort makes the following statement of public moneys received by the De+ partment of Public Works during the week ending yesterday :-— For Croton water rents and penalties. $3,416 For tapping Croton vipe! 169 For vault permits. 8 For sewer permits. 460 ‘Total.. ceeees eee AGH Commissioner Van Nort, of the Department of Public Works, yesterday Opened sealed proposals for twenty-nine contracts, consisting of opening, grading, paving and sewering streets, and setting curb and gutter stones and flagging sidewalks. ‘There were about 200 py aren recelved and. the office was crowded with contractors. The bids, in most cases, were fractional, and cannot be given until a computation is made, which will take sev- eral days. Officer Hickey, of the seventeenth precinct, saw ond avenue car yesterday morning, and arrested them. The prisoners were taken to the Central Office, and gave their names as George Johnston and W. Austin.. They were identified by Detective Dusenbury as two thieves whom he arrested in November last. It 1s belleved that Johnston ts the man who stole a watch from Commissioner Rus- seli’s son on a Third avenue cara short time ago. BROOKLYN. The total amount received for taxes during the Past week was $65,109. There were 471 persons arrested in Brooklyn during the past week. Mayor Hunter is receiving contributions in aid of the Louisiana sufferers. Among the receipts yesterday was @ check for $500, sent by a gentle- man residing in the Eastern district. Dennis Cahill, a deaf-mute, was arraigned be- fore Justice Walsh yesterday, on the charge of having beaten his son, aged seven years, at his house at the foot of Columbia street. It was alleged that the father beat and kicked the boy in 4 most brutal manner, The little fellow was re- moved to the Long Island College Hospital, and the examining surgeon there vce! that one of his legs had been fractured, OB ogg rd was com. mitted Co jail to await there result of the hearing of the case, which was eacaannin down jor the 23th inst. Thomas Ledwith, the mason, who was injured by the fall of the puliding on Stockton street, died at the City Hospital yesterday. He was twenty- nine years of age and 1eaves a widow and two chil- dren in poor circumstances, Coroner Whitehill will commence an inquest to-morrow. The labor- ing man who was supposed to have been covered Up in the ruins escaped unhurt. The fatalities at- tending the accident are three. The other wounded men are doing well. Mr. Phraner, the Superin- tendent of Buildings, yesterday was called upon by Mayor Hunter for an explanation in re- gard to the cause of the fall of the structure, He stated that no permit for the alter ations had been applied for and “au he did not know that the work rae GOmE of, cause there was no inspector for t tiintrict, An inspection of the jailen building had been made, but it appeared that the law had not been Viviated except in the failure of the butlder to ob- tain a permit. A fire broke out last night in the basement of the four story brick building Nos. 20 and 22 Gold and 23 Platt street, that caused a damage of about $100,000. The building was occupied by Averill & Pickett, Mthographers and printers, whose stock Was totally destroyed. Merritt & Trumbull, hard- ware merchants, occupied the basement and first floor of No. 21 Platt street. The second, third and fourth floors were leased by W. H. Monell, drug merchant, and the second floor front by Stockwell & Co.. cigar manufacturers, The buildings tormed part of the estate of Charles Smelds, and Were damaged to the extent of about $20,000. Two alarms were sounded for the fire, and a large force of engines were promptly on the spot, but owing to the secure manner in which the heavy iron shutters were fastened the firemen were unabie to enter the building. The narrowness of the street made the work of attacking the Names dangerous, as the whitened shutters were liable to fall from the upper stories at any moment, and the firemen were obliged to fasten the hose in the street in such @ way that the streams of water were di- rected to the flames without exposing the men, Alter two hours’ hard labor the fire was got under control and the adjoin- ing property saved—a difficult undertaking, owing to the strong wind blowing at the time. AS the fire progressed, eating up through the building, the printing presses and heavy machinery within could be distinctly heard falling from floor to floor and down to the basement. It is supposed by tne police the fire originated in the engine room.
