Is a Division Encampment Possible This Summer t There seems to be a great deal of feeling in certain regiments concerning the question of encampments, which was referred to in the HERALD @ few days ago. The members of two or three regiments who do not care to be too strictly criti- cised have already filed their ‘plaints, contending that regimental encampments are always better conducted when held within hailing distance of a fashionable hotel. Now, this may be. Indeed, encampments in the past always have been “better” in a summer resort enjoyment way near & fashionable hotel, than if they wére held in the North Woods, in the mountain fastnesses of the Adirondack region, or somewhere else equally in- accessible to datly feminine invasion, soirdes dan- santes and the hop @ la mtlilaire in the wee hours of the morning. But what the Adjutant General a few years ago recommended was not this kind of encampment; and the sooner the dissipations every summer by this, that and the other regiment, which are misnamed encampments, are done away with, the better for the whole National Guard. One day at Creedmoor, with one day’s rations and no prospect of luxurious accompaniments, would do any one of the regi- ments tenfold more good than ten weeks of that kind of encampment which since 1869 a few regi- ments, in whole or in part, have illustrated to their own detriment. It cannot be dented that New York State to-aay bas the best tollitla organ- ization of any State in tne Union, and yet it has never yet had a division encampment, as the militia of Massachusetts often have had, and with excellent effect. Why cannot the First division have a ten-day encampment this summer? It would do each regiment that comprises it a great deai more good in a practical military point of view than if any one or each one had an encampment by itself, for a spirit of good natured rivalry would be the result between the various commands, and each would be sure to | learn something irom the others, proficiency as well ag mistakes, General Shaler would, it is be- | Heved, if he only put his shoulder to the wheel in downright earnest, bring about a division encamp- ment, and if he should himself be in favor of the idea and work for it heartily, there is but little doubt that every regimental commander and the captains of every company in every regiment gould secure enough men to have each separate organization in the division well represented, What says the Major General and the coioneis and epee And last, but not least, the men them- selves) ‘the Seventh Regiment Monument 1s to be placed in the Pars next month, and the Seventh und the Veterans will parade on the occasion. It may be mentioned in this connection that there is a great deal of dissatisiaction manuested by the Veterans and by many of the active members of the regiment, on account of the decision of the Park Commissioners in designating the site of the monument in the neighborhood of Eighth avenue and Seventieth street. They claym that the posi- tion is’ “isolated”—whatever that may mean. If | they intend to imply by this term that the site is not conspicuous enough for the monument, and that visitors to the Park will never know anything about it in the years that are to come, they are mistaken. Toe site is close by one of the most ireqnented drives in the Park, and probably niue out of every ten persons who go to the Park fora ramble pass the site. It is true that there are other sites that would be more de- | sirable, but then every statue and every monu- meut cannot be placed on the Mall, A “diffusion of the beautiful in art’ in @ public park is the very thing that makes the monaiments worth seeking | lor. If every statne and monument must be placed in the most conspicuous part of the Park to be of interest to the public the Commissioners would be justified in huddling the statues of Shake, speare, Walter Scott, the busts of Goethe, Hu bold., the “Auld Lang Syne” group and Wara’s “Indian and His Dog” ii Visitor could see them all at @ glance instead of troubling hinself about walking or riding irom pne end of the Park to the other, This Way of arranging the works of art would, indsed give each one no advantage in point of site over the other, and would be a very ooliging thing be- sides for lazy visitors; bat it would certainly not tend to beauty the Park. There is reason in everything, good “Veterans” of the Seventh, The range at Creedmoor will be in order for the use of members on the ist of May. Major Powell, one of the directors of the Creedmoor sociation, says that for the past few weeks the Range Cot ittee, of which General Shaler is chairman, have been actively at work sone the range into order and devising plans of improve- Ments on the grounds, The proposed improve- ments include a handsome pathway and carriage drive on the west side of the range leading from the railroad to the embankment, with shade trees planted on either side of the road, and every accom- modation provided jor spectators and sale passage of the range ak the firing. Unfounded Reports About the Stevens Apartment House. Reports have been in circulation during the pasi Week concerning the safety of the Stevens Apart- ment House, on Twenty-seventh street, between Broadway and Fifth avenue. It has been freely stated that the entire building was in danger from settling and that the walls were of such an inse- cure constriction that the whole edifice was in danger of coming to the ground. It was also added that the tenants were Moving out with pre- cipitation and thata carriage warehouse on the ground floor had feit compelled to remove to safer quarters. The Stevens House is an immense build- ing, eight stories in height, and was built some three years ago by Mr. Param Stevens, the famous hotel man, who died shor‘ly before seeing the consummation of his: etfort.
