8 PRISON MISMANAGEMENT. oe Am Expose of Life at Sing Sing. Politics, Red Tape, Corrup- tion and Cruelty. \ THE SO-CALLED “MEDICAL” DEPARTMENT Cholera Mixture for Inflammation | of the Lungs. Sipg Sing Prison has been, from its first day to ‘the present, the prisoner’s paradise, the couvict’s Eden; but of all the prisons under the control of the State of New York it has been the most cor- | vapt and the most grossly mismanaged, and irom | ‘this very fact has arisen that state of things which | has rendered it so comparatively pleasant to the | convict, though in the same proportion pernicious $0 the general morals und the public weal. | Under former admin: (ious Sing sing Prison | ‘was more corrupt than at present—there can be | mo dount about that; but there can be no doubt, | either, that. spite of this comparative improve- | ment, there 1s still a great dea! that is utterly rotten about its management. Im the first place there is alleged to be altogether oo much POLITICS IN THE PRISON, ‘This fault seems to be inseparable trom all Ameri- ‘an institutions, and Sing Sing Prison is a con- sptcuous example. There are fiity-one keepers and eMicials at this date connected with the institu- tion, who were appointed wholly on political grounds, and the majority of these know just as much Of prison management as they do of astron- omy. Again, it seems to be conceded by ali those who are really interested in the general manage- ment of our public institutions that the system Row in vogue of each prison being for a certain mumber of months (four) under the charge of | different inspector, who brings with him differ- ent ideas and makes different regulations, is con- ducive of confusion, and of nothing else.
