THE WESTERN BATTLE. ‘The recent action of the Legisiature of Wiscon- sin in attempting to regulate the freights coming from or going to any other State, and dividing railroads into various classes, and discriminating in favor of one or the other, bids fair to cause the liveliest contention. [t is not the first time in the history of commerce that statute law has sought to ovérturn the natural law of trade, and it ts but natural that a State shou!d imitate the purpose of Congress, which body seems bent at the present moment inan endeavor to make waterrun up bill. The operating expenses of several of the Western roads that will be affected by this legisla- ton were reported last year as exceeding seventy percent of their gross earnings. The question naturally arises where the profit wilt come in under the proposed arrangement whereby in- terest 18 to be paid on their bonds and dividends are to be paid to the stockholders. The following siatement fairly describes the situation as it will exist after the 1st of May :— ‘the railroads in class A comprise all lines oper- ated by the Chicago and Northwestern and the Milwaukee and St. Paul compauies.
