14 “ON THE ISLANDS.” | A Survey of the Institutions Under the Charge of the Commissioners of Charities and Correction. Ward's, Randall’s and Black- weill’s Islands. How Our “Public Chari- ties” Are Abused. Wismanagement of the Penitentiary and the | Workhouse—-The Charity Hospital, FACTS AND FIQURES. | Curious Pictures ot Pau- per Life. ‘There is @ woful lack of discipline in the institu- tions under the charge of the Commissioners of | Charities and Correction, especially on Blackwell's Island, Under tue old régime there was at least system and the men were kept under control; but | Tow tuere seems to be no controlling head, and | keepers and convicts alike are without restraint, | saving, occasionally, spasmodicaily, in outbursts of | | violence or absolute cruelty. The main fault avout | the managewent o! the Penitentiary and the work- | house on Biackweli’s Island is that tvere is no eMficient organization or autilization of labor. Toere ts plenty of work being done all the time, but itis mot “telling” work—work that is profit. able to the city, Gangs of men are employed in breaking stones for the seawall, not so much be- Cause this breaking of stone is absolutely neces- sary, but because there ig nothing else ior the men todo, Other gangs are set to work at “imp: oving the roads.” not because that work is particularly Reeded, but, a3 One Of the OMciala said, “Q(ERELY TO KEEP THB BOYS OUT OF MISCHIEF.” Now, the idea of @ vast metropolis paying vast sums of money “merely to keep the boys out of | mischief” is absurd. The Penitentiary and Work- house at Budfulo are managed ona much better and more practical and more paying system. The in- mates are piaced at contract work, at romtwenty to forty cents a day, according to the iengtn of the term of sentence, and the institution is thus ren dered not only “a charitable institution,” so far as the public 1s concerned, but a remunerative one, 0 iar as regards its management. Favoritism aiso prevails to a great extent in the present management of affairs on Biackwell’s Islana. There are certain keepers who are per- mitted to shirk their duties and to enjoy them- selves at the berrooms of Harlem and New York, While there ure also certain convicts who are granted favors which are denied to others and Which are forbidden by the rules of the institu. ton. It ts mot quite so bad here as it has been at Sing Sing, but sill @ little money goes @ great way at Backwell's lsiaua and “political influence” goes even further, Oue keeper is said to have lately Temarked over nis cups that the “pickings were | more (hag Mia Salary,” and bis irequent absence trom his post ad bis rather juxurious style 0! liv- jug io New Yors, when off ducy, seemed to justify | bis asseruon.
