Since the publication of the text of the Senate and House bills, and the explanatory letter of ‘Comptroller Knox, a new light seems to have broken upon the stock market, and bankers nd brukers have undergone a decided chapge of sentiment. It is mow contended that the tendency of the Senate bill is se- cretly in favor of speculative contraction through. the process of locking up in tlie country banks of seventy-five per cent of their reserves, or an average of $25,000,000 in excess of the amount required under existing laws, while the re- demption cities will be compelled to keep irom $17,000,000 to $18,000,000 more than at present. While thia plan will strengthen local banks, tt practically subtracts from Wall street a large amount that heretofore hus been used for spec- ulative purposes and constituted no little of the capital on which stocks and gold were moved and loans were expunged. The provision that the banks shall nereaiter hold as part of thetr reserve one-fourth of the coin received by them as in- terest on bonds of the United States deposited as security is also regarded as a feature favoring contraction, inasmuch as it will compel a gradual accumulation of goid from year to year, and pave the way for resumption by both the banks and the government. The total amount of gold interest now anaually paid to these institutions ts, inround numbers, $28,000,000, one fourth of which required to be held is $7,000,000, THE MONRY MARKET. Money to-day ranged {rom 3 to 5 per cent on caly loans and discounts were unchanged. Foreign exchange was steady. Prime rates, 4.8554 and 48834; selling rates, 4.85 and 4,873, & 4.88. Conti- nental dull. Reichmarks, 9574 a 9534 and 96% a 96%, Cables, 9634 a 965;. Prime Paris, 5.18% and 5.13%. THE GOLD MARKET. Gold opened firmly at 114%, receded to 114 and during the later hours of the market to 113%. This made the value of greenbacks vary irom 87 cents 6 mills to 87 ceuts and 9 mills. Wheat was decidedly dull and prices favored the buyer, though no actual decline was acknowl- edged; but tnere were no buyers at prices current. Corn, on the other hand, was active and higher, the market closing buoyant. Oats were also firm. Whiskey was in demand, and higher. Pork was quiet and nominal, but bacon was firmer and active. Lard was also firmer. Groceries were quiet but values remained about the same. Cotton met with a. fair demand and the market ruled firm. Pe- troleum was firmer, which in a measure checked busi- ness. In the Grand Jury room of the Court House, where the proceedings were conducted, a number of persona, had assembled long before the hour appointed for the hearing, in the confident expectation of listen- ing to further astonishing disciosures, which ro- mor asserted would be forthcoming in relation to the dishonesty of subordinate officials at the prison. This desire for sensational developments, however, was scarcely realized by a majority of those present, Seated near District Attorney Briggs, and look- ing as innocent as their professional astuteness would permit, were Captain James Irving, of the New York detective force, and his trusty asaiss ants, Detectives Sampson and Farley, the trio to whose ingenuity and perseverance is due the credit of placing the recent escapes from Sing: Sing in a new and comprehensive light. Through» the efforts of these men, Steuner, the Hester street: artisan, has been brought to grief; Tilly Miller, the arch conspirator, transierred from the Oana~ dian border at Lockport, to the Westchester: county jail, and Henry Smith, the would-ve in- former, placea on the road to a felon’s cell.
