FINANCIAL AND COMMERCIAL -A Dull Market, Ease in Money and Firmness in Gold. INVESTMENT SECURITIES STEADY. WALL STREET, TuESDAY, Feb. 3-6 P. 'w.} The market was simply quiet and firm. The range ‘of Nuctuations was from 3 to % per cent in the early Part of the day, but later there was a development Of strength in one or two stocks which sympatheti- cally more or less affected others. Pacific Mail assumed the leadership and advanced from 41% to 42%. Missouri Pacific rose from 40 to 43, North- west common was active in the final dealings, opening at 59%, selling down to 58% and recover- ing to59%. New York Central sold at 103% a 103% @ 103 a 103% ; Atlantic and Pacific Telegraph at 19 a 18% 813. Harlem was steady at 125. Western Union ranged from 75% to 76, the closing price. Lake Shore was steady at 813g a 81% a 8134 a 81%. Union Pacific went down to 34%, but at the end moved up to 35%. Wabash changed only 4 per cent. Rock Island the same, St. Paul vibrated about 3¢ percent. St, Louis and Iron Mountain opened at 70%, declined to 694 and closed at 70%. Pacific Railroad of Missouri advanced from 40% to 4244 a 43. C., 0. and LC. closed with firmness at 315. Ohio and Mississippi was steady at 34q @ 34%. A large number of bills were introduced tn pot houses of the New Jersey Legislature yesterday and the night preceding, most of them being of a private character. The supplements to the charter of Jersey City offered by Messrs. McPherson and Washburn will, if passed, cause important changes in the municipal government of that city, Among the principal features set forth in the bill presented by Mr. Washburn are those which provide that the bonds of that municipality cannot be sold for less than ninety-five per ceut of the par value, and also that the total expenses for sur- veying and engineering be timited to $20,000 per annum. No more than two police justices shall be appointed in the city, and the Board of Public Works are restricted from tssuing improvement certificates for more than $500,000 in any one year. In the House a bill was introduced in regard to the prosecutors of the Pleas, which changes the mode of compensating these officers. It gives the prosecutors $40 for’ every 1,000 inhabitants of their respective counties, This would give a salary, for instance, to the Mercer county Prosecutor of $1,840 per year. The fees now allowed for the prosecutors are to be paid to the Board of Free- holders of each county, who are to pay the prose- cutors at tue rates above stated once in every three months. It is estimated by the (riends of this bill that it will give $50 a day for every honest day’s work of ten hours by an efMictent prosecu- tor, and that about $25 will be saved in each bill of indictment. A bili introduced by Mr. Sheeran as @ suppl ment to the act concerning ferries limits the rates between Hoboken and New York city to 2 cent lor each passenger; lor man and horse, § cen; for each one-horse wagon, truck or vehicle, loaded or empty, 12 cents; lor each two-horse wagon, truck or other vehicle, loaded or empty, 25 cents; for each horse or mule, 5 cents; tor neat cattle, & cents; for sheep, lambs or swine, 3 cents, and other kinds of merchandise 3 cents per 100 pounds, A bill introduced in relation to the salaries of the State officers fixes the salary of the Clerk of the Supreme Court at $7,000; the Clerk of the Court of Chancery the same amount, and the Sec- retary Of State at $5,000, in Leu of lees as at present regulated, ‘A bill presented by Mr. Rabe, of Hoboken, for the annexation of Weehawken to Hoboken, contains the same provisions as the one introauced by wr. Lee at the session of last year. It is predicted that this measure will meet with a better fate than it did the preceding year, when it was lost by the small majority of one vute. ‘The Senate fixed the number of shares at 10,000 as New Jersey's contribution to the stock needed by the Centennial Board of Finance tor the Cen- tennial celebration, Each share is worth $10, which will place the aggregate amount contributed on the part of New Jersey at $100,000. In the afternoon the Senate took up the constitu. tional amendments. The lollowing was adopted without debate :—Add to paragraph 4, section 7, article 4—*No law shall be revived or amended by reference to its titie only, but the act revived, or the section or sections amended, shail be inserted at length. No generat law shall embrace any pro-~ vision of a private, special or local character. No act shall be passed which shall provide that any existing law o1 any part thereof shall be made or deemed a part of the act, or which shall enact that any existing law or any part thereof shall be ap- plicable, except by inserting !t in such act.’” ‘The following amendment was next discussed. Aad to paragraph six, section 7, article 4:—“& general difusion of knowledge and intelligence peimg essential to the preservation of the rights and liberties of the people, the Legislature shalt establish and maintain public schools tor the tuitous instruction of ail persons in this State be» tween the ages of five and eighteen years. The term “free schools” used in this constitution shall be coustrued to mean schools that aim to give to alla rudimentary education, and not to include schools designed to fit or prepare pupils to enter college, or schools controlled by or under the influence of any creed, religious society or denomination what- ever.” Mr. Stone said that they did not need arguments in the constitution. A constitution ought vo be as short as it possibly can be. When they were adopting a constitution they did not waut stump speeches, no matter how good the object or mo- tive might be. They wanted plain, distinct lan- guage in the wording of the constitution. Mr. Taylor said he did not believe in amending the constitution unless they felt in want of it. A dictionary was injected into this amendment as well as a stump waaes He contended there could be no system of free schools except they are properly graded. Mr. Cutier tuen offered amendments, and ex- plained tnem in a brief manner. Mr. Hopper was opposed to any change in the constitution. Mr, Stone voted tn favor af Mr. Cutler's amend- ments, and in doing 80 explained his vote by I~ ing that “Sooner than he would see any schoot im the State under the influence of any particular re~ ligion or denomination be would rataer help to burn tt down first.” Ultimately the original amendment was muti- lated and condensed so as to read as follows:— “Tne Legislature shall provide by general law the means to establish and maintain public schools for the gratuitous imstruction of all persons in this State between the ages of fivé and eighteen ” Yelr, Hopper then moved to strike this out and Jeave the clause in the cousutution relating ta public schools as it originally was, This motion was supported by Mr. Stone in a few pithy re- marks.
