They claim that the government gave the authorities of the city to understand, after the fire, that if they widened Milk street and condemned the ground thus gained, the building would be extended to Congress street The surplus ground was purchased by the city at about $19 per foot; since then, the property in the immediate vicinity has greatly enhanced in value, and is worth $6) per foot. Bostor wants Congress to take it at its advanced value, by which operation Boston would realize up- warcs of £40 per foot in the transaction. Thev claim that the extension of the building is ab- solutely ne , a8 the dimensions of the building in course of construction are not ade- uate for the p for which it is intended. Ma, Isaac N. Cooke is set down as owing $151, It was represented that he lost this sum in gambling in 1862, and uite a large amount was recovered from the gamblers with whom he played. His sureties compromised by pay: ing $100,060. W. N. EXTRA CoMrENnsaTION TO TREAS CieRKs.—The Appropriation Committee of the House are looking into the eubject of the sala- ries of certain Treasury officials, and this morn- ing Mr. Conant, of the warrant division, and Mr. Vanderbilt, the chief clerk, were inter- viewed on the subject. The particular fact the committee desired to get are with referenc: to the distribution of extra compensation t clerks in the Treasury department. It ha been the custom of Congress to appropriate a goodly sum of money to pay increased compen sation to deserving and meritorious clerks, but it harged that by some strange means this ap priation has been apportioned among a fa- vored tew, and the Oommittee on Appropria tions in their peregrinations and poking round the Treasury have ascertained that this distri bution bas been made on the biblical plan of o “him that hath shall be given.” The com mittee wants to kuow who ganges merit in that department, and other whys and wherefore: which will tend to enlighten them. The Navy in Congress, TRON 8HIP BUILDING. The Senate and House Committees on Naval Affairs held a jotnt session this morning for the purpose of hearing an argument by Mr. Ambrose W. Thompson, president of the International steamship company, in support of his petition praying Congress for permission to erect iron ship ‘ropes, | yards and for the manufacture of special iron having greater tensile and resistive strength than the metals now used in making boilers, machinery, &c., with the ultimate view that this country may secure a fair proportion of the ocean carrying trade. Secretary Robeson was before the committee for the purpose of making suggestions relative to different measures before Con, affectin, the navy, and principally to give his views with reference to the bill introduced by Mr. Sargent entitled a bill toencourage the RSTABLISHMENT OF PUBLIC MARINE SCHOOLS, and which provides that the Secretary of the Navy loan a yersel, fully armed and equipped, and with a detail of officers for the purpsse of instructing young men in nautical science. The committee d to report a substitute for the bill; and in the Senate to-day Mr. Sar- gent, trom the committee, reported the sabsti- ‘ute, which provides that, in order to promote nautical education, and to educate officers and seamen for the merchant and naval marine ia scientific and practical navigation, and in the arts, trades, and occupations pertaining to sea- manship, the Secretary of the Navy shall be empowered to employ, upon the written application of the governor of a state, or the authorities of th cities of New York, Boston, Philadelphia, Baltimorre id San Francisco, a@ suitaole vessel, with all her apparel, ether with charts, books and instruments (if the same can be con- veniently spared from public service), to be used inthe estoblishment of public marine schools in each of the above-named ports; and the ships and material so furnished may be loaned to said cities, or the states in which they are situated, upon condition that said states or cities establish at their own expense a nautical school for the education of youths desirous of entering the merchant or naval marine, or, it already in service, of improving their nautical education.
