Revestigatiog the Wrongs of Potters Outrageous Case—A Large eraeucene Sent to the Inebriate Asylum and Buried without. Notice: to His Family, though His Name Ap- poars in the Directory, The action of the Board of Aldermen in appoint- ig & committee, Consisting of Messrs. Gilson, Foon and Cooper, to inquire into the manner in ‘which the employés of the Commissioners of Char- ities and Correction hustle persons into paupers' raves. without even notifying their friends, 18 ikely to result in much good. The case of Grand Master French, of the West Indies, which led. to Waising the committee, is a very aggravated One, but that of the Bowery cofiu: man- ‘Bfacturer, mentioned in yesterday’s HexaLp, is Still more discreditable to the discipline of the new ‘Commission. A reporter yesterday called upon the. Drother-in-law. of the deceased gentieman,. and earned thar, being in the habit of: indulging in o¢- ‘easional excesses, his wife applied to Justice Bixby, of the Yorkville Court, to commit him to the Inebriate Asylum on Ward’s Island for three fmonths, in the hope that it would effect a reforma- Vion. He was arrested September 2 on the steps f his residence, taken to Court and a commit- ent made out ior the asylum; but, as it was late {0 the. day, he-was temporarily committed to the orkhouse on Blackwell's Is! of tl Charity Hospital, where he died on the 5th of Acute pneumonia. Notwithstanding that. the authorities had his name, it 1sclaimed no efforts ‘Were made to find and notify his relatives, which could easily have been done by tracing: him: back to the comumitting Court, Indeed, they need not have taken even that trouble. All that was neces- Bary was for the oflicial to open the city directory, Where they would nave found his name and place ‘Di business in the Bowery, there being but three f the same name in the directory. Nevertheless he remains were sent, with bis name attached, to he dead house at Bellevue Hospital, whore they. ‘emained two days before they were conveyed to otters Field and interred among the pauper dead. Two days after lis devoted wile went to the sylum to see him, and, finding that he had not Soom admitted, instituted inquiries that resulted in discovering the fate he met. Yesterday Alderman Gilan was informed by one ennis S. Sullivan that the father of the latter had een picked up in the street sick on January 8 st, and had been taken to the Park Hospital, The hnext day he died and three days after was interred in the Potters Field, though the dead man pos- Beased papers abdut his person which would have Made identification easy. The son nad truitlessly endeavored to obtain ls father’s remains since, The oMce of the Commissioners was yesterday ‘visited to learn if they have taken any action look pre to the prevention ‘oi any similar Outrages, but 9 one WAS present except the secretary, Mr. Phillips, who stated that no action had been taken, as the Commission have a messenger specially em- Roved 1n hunting up the friends of deceased persons. ir. Phillips stated that frequently the relatives of ‘unfortunate persons treat them like dogs when living, and when they reach Potters Field through their neglect, they roundly abuse the: commis- Bioners and their attachés, The committee of tne Board of Aldermen will meet at the oMce of the Commissioners at the corner of Eleventh street. fnd Third avenue, to-day at two o'clock, when it fs expected that other comp/aints from the iriends of deceased persons hustied into the ground and only jound by a sliovel and a permit, will be made. A movement is on foot by a number of the most fnduential members of the American Jockey Club ‘to purchase the Monmouth Park and Saratoga race. courses with the view of consolidating these two: facing centres with Jerome Park, and having all the races governed by the management of the American Jockey Club, An amalgamation of thia kind would be the very best thing for racing that Could possibly occur at the present time for breed- rs and owners of race horses and the public gen- ‘erally, ag the meetings at these diderent points «ould then be made permanent, and the fixed ‘events put on a solid and endurable basis. Never ‘were racing prospects so bright as they are this year, and nothing that cai conceived will do iMmoré to encourage the breecing of the finest types of the high mettied racer than the consummation of the above project. ‘The spring turf campaign opens at New Orleans on the 14th ot April, the races there continuing ix days. NEW YORK HERALD, WEDNESDAY, FEBRUARY 4, 1874.—-TRIPLE SHEET. RAPID TRANSIT. An Blevated Road Up One Side of Broad- way and Down the Otner—Second Stories for Retail Trade. To THE EpIToR oF THR HERALD: — Permit me to make a few suggestions regarding “rapid transit” and the “relief of Broadway” :— Ftrst—An elevated: raii similar to that in Greenwich street on both sides of Broadway from the Battery to. the upper part of the island, Second—An clevated sidewalk along the entire length of the track, filling the space trom the track 2 within about three feet of the second story ‘onte. Third—Suitable stations, with statrs and cross- walks, about 81x or eight blocks apart. . ‘The track and sidewaik could be so constructed as to avoid dripping. in wet weather, and, by the use of glas# im constructing the sidewalks, the light. in the frst stories would not be matertally injured. A proper railing would protect the side aad eee waite, The second story route could be connected with the sidewalks at the will of the owners., The capacity of sucha road would be. very great, and the speed several times that of the horse cars, ‘Trains’ moving up one side and down the other could follow each other as closely ag the street cursvo at present, Among its many advantages would be the following :— eifannai would relieve Broadway of all or nearly 3 it could be built withoat maternally ob- structing the travel, and, unlike an underground railway; would not-interiere with the. sewers or Bas pipes. Third—It would make the second stories valuable for the jiges retail trade, and would have the edfect of retaining that trade on Broadway which is now. fast leaving for other localities. Fourth—It would increase the rental of property, on Broadway twenty per cent or more. Naw York, Jan. 31, 1874, ENGINEER. ‘Means of Saving Time by Stopping. Quickly and Starting Rapidly. To Tae EDITOR OF THE HERALD :— Now that the HERALD, with commendable energy, bas undertaken to bring the subject of rapid tran- sit prominentiy before the public, the probability is that some plan will soon be adopted. There ts one question, however, which, it appears to me, has not received the attention its importance de- serves, It is this—how to secure rapid transit with very (requent stoppages. These two conditions are Undoubtedly antagonistic, and yet ifeither of them {8 sacrificed to any great extent the usefulness of the project will be greatly atminished, One of your correspondents suggested the running of ‘ast and slow trains on separate tracks; the fast to stop at few ‘stations, and the slow at many. Thia plan would in a great measure obviate the wifficulty, but the space occupied by four tracks and the ex- pense of consiruction would, I think, render tne idea not practicable, Thg chief obstacle which pre- vents the realization of rapid travait and numerous. atations is not so much the time occupied. while the train is actually at rest as that wasted in stop- ping and starting, and the consequent short time @ igh speed can ve maintained if the stations are close together. Any attempt to considerably reduce the time oc. cupied in bringing a train to rest by the aid of “breaks”? appiled to the wheels will, I think, be foynd practically. useless, for the reagon that if sulticient force be applied to the breaks to pre- vent the revolution of the wheels their destruction, as indeed that of the rails also, would result ina ve short time from the extremely small bearing surface existing between:them. Indeed the term “bearing suriace”’ in this case is (theoretically con- sidered) @ misnomer, a8 surface is excluded trom the definition of a.line, but practically the weight of the car causes.a.slight compression of the cir- cumierence of the wheel, produciug a flat surface, which is £oo small to be measured, and is also only temporary, the elasticity of the tron restoring the wheel to its original form. Thus it will be readily seen that, tf the ordinary rolling contact be changed. toa rubbing one, these small suriaces cannot long resist with impunity the abrading action of the great pressure and high speed. The plan which I would propose for effecting the object in view would be the following:—At each station, and extending @ short distance at both sides of it,@ ceatre rail would be laid down, ele- vated six or cight inches above the track. By a simple device (not necessary to describe in thia Jetter) “breaks,” consisting of plates two or three feet long, would be made to embrace the centre rail with any force necessary on approaching a station. An enormous resistance to motion could thus be secured, and at the same time with less injury to the centre rail than the practice already in use entails on the ordinary rails, This advantageaus. result would foliow from the fact that the pressure applied to the breaks would be distributed over their large sur- face. Of course tne centre rail would require to be very firnuy secured to the slecpers, It would be probably necessary to apply @ small stream of het to the breaks while in action to prevent over- eating, ‘The centre rail would also subaerve another use- ful purpose, The time occupied in starting the train and bringing it to the highest speed cannot be materialiy sessened il the esion between the driving, wheels and the ratls depends upon the weight of the locomotive. Now, if horizontal wheels were made to embrace the centre rail with great pressure, and were driven by an auxiliary Cynder of large power, if steane were admitted to the ordinary cvlinders and at the same time to the axillary, the train could be made to attain its highest speed in a very short time, depending altogether on the power of the cylinders an‘ the strength of the fastenings of the centre rail to the sleepers; the auxiliary —— would be used onl: for getting up the speed. The plan of centre rail and horizontal wheels has been found to work so admirably on the Mont Cenis Railway that thore is no occasion of enlarging onits feasivility. The Whole question reduces itself to one of expense, My opinion is that the treedon ‘rom wear which would be secured to the ordinary rails Would amply compensate tor the extra cost of the centre ratl, without taking into consideration the useful offices which it would perform. By the means 1 have suggested (or possibly by some better means, whicn may be suggested by Others) a high speed could be obtained, towether with a large nuniber of stations, This question appears to me to be of importance, not only to property owners, but also to the general public; and | wopld be giad to see it discussed through the columns of your widely Circulated paper, Respect- fully yours, JOSEPH SMITHE. An Elevated Road Along Each River Front with Prismatic Form of Track. To THE EprTor OF THE HERALD :— You have had much on this subject from your local engineers and business men, Much of what they have said is good, but not ali very good. Will youtallow the suggestion of one, now an outsider, but who may desire as a resident the use ol the proposed improvement ? It is this: to constract two lines of aouble tracks—one line up the North River front, aud the other up the East River front—the two lines to merge into one double track at the upper end of the island, and extend thence out into the West- chester district, The tracks should be ele- |. vated, but not more than ten to twelve feet, above the surface, just high enough to allow an omuibns or loaded aray wo pass under. Let the track be located so as to mark the line between land and water, leaving the plers full on the water side. To furnish way lor such track but few buildings of any cousiderabie size or value would have to ve removed. At such height the kK could be well supported at reasonable cost; and, to avoid accident and at the same time empioy light cars and engines, what ia called the prismatic 1orm of track would be prefer- able—a single centre ‘i! bar supporting the driv- ing and main car wheels, double flanged, with light side tracks upon, and to which ligit bal- acing friction wheels are adjusted, Roads thus located would be both less in the Way aud more out Of the way than any other plan that can be adopted for the city, The lines could be easily reached from all parts of the city; and for ireight facilities—w hich ought to be looked to— the advantages would be very great, as side switch tracks could be conveniently arranged tor the ae! and thus transfer freight directly to vessels, Some may, at first, smile at these com- mon-place suggestions, but the near future witt witness their practical adoption. No other plan for the location of lines of track for the transpor- tation desired will meet with so few serious oppo- sitions from property holders, or find so few jormi- dable obstructions, And, at the same time, the desired ends will thus be most fully and most satis- torily attained.
