NOTON, Nov. 20, 187 ‘The Powhatan wil) tow the monitor Manhattan to Key West from Philadelphia to-morrow, The Ossipee is all ready to tow the Mahopac from Norfolk om Saturday, The government has purchased the tug boat Despatch, said to be the swiftest boat in the United States, and- has offi- vered her to-day as a despatch boat. WHE MERCHANT MARINE TO KE USED. The records of the merchant marine, so far as transports and gunboats are concernea, have been overhauled according to thelr registers, and the owners of those vessels thonght best adapted for that purpose have been re- quested to place them at the disposal of bhe government at the earliest moment. The United States steamer Tuscarora, which has been for the last five months engaged in the waters of the Pacific Ocean in making soundings for tele- graphic purposes, to-day landed all of her sound- ing apparatus at the Mare Isiand Navy Yard and nommenced taking on board her armament, under Instractions that there should be no delay, THE TUSCAKORA. Commander Belknap telegraphed that it won got require more than forty-eight hours to carry but instractions of the department, The destina- tion of the Tuscorara is the East India squadron. She is directed to report to Rear Admiral Jenkins, rommanding the Asiatic squadron, who will exe- ute the despatcdes sent to him confidentially. ENGLAND TO REMAIN INACTIVE. ‘The British Minister, Sir Edward Thoruton, to- day received a despatch from his government to the effect that it was not the purpose of the gov- ernment to make any disposition of its navay forces until there was fuller evidence of the need bf a demand upon the part of Great Britain to pro- leet the interests of its subjects. THE GOVERNMENT AND THE SALE OF THE VIRGINIUS. The present Comptroller of the Currency, when Deputy Comptroller, in May, 1867, sent to New Orieans to investigate a supposed defaication in the office of the Assistant ‘Treasurer of the United States. Upon investigation he found a deficiency of $1,100,000 at this office. The previous Assistant Treasurer bad been the President of the First National Bank of New Orleans, and the relations of the bank and tne Treasury were not aliogether legiumate. The bank was taken possession of by the Comptroller, a pressed their belief ciation was held to-day in this city, Samuel! J. The President’s address occupied half an hour in delivering, and embraced a large number of topics, completely reviewing the business of the associa- tion and the condition of the tron trade. Touching the question of iron shipbuilding, ne maintained that it was the duty of Congress to protect our sbipping interests from the attacks of free-traders, expressing his dissatisfaction with the resolution recently passed by the National Board of Trade, sitting at Chicago, in which they ex- that the time had come when Congress should allow foreign built ships to be registered by the United States. He asserted that America can supply as cheap and build as good ships as England or Scotland. In referring to our relations with Europe in the sapply of tron and steel, he said we have passed the point of dependence. We are now independ- ent of the whole world. We have skill, we have ores, coal and capital, If there is no adverse legislation by Congress, we will be able from this time forth to supply our own demand for iron and steel of every description, and to export these articles to our neighbors. We now make all kinds of pig iron er spiegeleisen, and we will ultimately be en- abled to dispense with its importation. An agent for the sale of railroad iron in New York city has soxnowiengee that his business in this country for the sale of English iron and steel rails is at an end ifour tariff laws remain as they now are. Commis- sion men of that city are no longer opponents of the sale of American’ rails, for they are seeking agencies under home establishments in order to continue the business. The proposed visit to America of the members of the British Iron and Steel Institute was very pleasantly referred to. He hoped the association would welcome the visitors warmly, and endeavor by all the means | in their power to give them a proper impression | Of the greatness of the iron industry of the country.
