~PINANCHAL, AND COWMBROIAL THE SITUATION AS IT STANDS. We om a Foundation ? Are sound SIGNS IN ENGLAND. A Large Failure Reported in London. RIVALRY IN DRY GOODS PRICES. The Banks Gain Another Mil- lion To-Day. A STRONG STOCK MARKET. Easier—Gold Steady— Bonds Higher. Money WALL STREET, Turspay, Noy. 11—6 P. M. It is pleasant to record any evidence of improve- ment upon the terrible depression that has existed for the last sixty days in the stock market, Itia not agreeable, however, to be compelied, in view ef all surrounding circumstances, as a matter of Justice to the public, to confess that the improve + ment of to-day was temporary and artificial. If there were no weakness in the external sitnation— no signs of further shrinkage in values which are WMentified with the interests of our banks, no dis- turbing influences in the commercial community, no symptoms of a wide-spreading distrust abroad, no more fajlures impending or reported, no future enshrouded im gloom and giving forth no ray of light, it would be easy to predict that to-day's perations on the Stock Exchange mark the be- ginning of a new and MORE PROSPEROUS ERA} Dut—and the word is full of significance—thtre is motning in the advance of the prices of the various securities hereinafter recorded on which sub- stantial hope can be based or a promise be sately mace. First—The flerce contest now in progress between the two greatest dry goods houses in America 1s full of danger to every inferior mer- chant. One of the rivals having, as it is under- stood, announced his determination to seli gooas at retail at even a lower price than the other sells at wholesale, there must and necessarily will fol- Jow a general depreciation of value that will affect the entire trade. It is estimated that the decline ‘will amount to $20,000,000 or $25,000,000. How will ‘Unis affect the banks? They hold COMMERCIAL PAPER as securities, on which they have not only granted extension, but issued loan certificates. After the sacrifice and loss he is suffering, can the merchant redeem that paper when the day of payment rolls around, or will he go to the wall in the attempt to raise money on a depreciated stock? Can he con- Uinue businese on a depreciated capital? In short, @oes not this fight between the calico and muslin Magnates mean reduction, liquidation, failure? Second—The situation in England and on the Con- tinent is not encouraging. The advance in the ate of the Bank of England of itself means danger. It is now at a figure which marks the dividing line between precaution and panic, Such a panic has already been prognosticated. Letters have been received from London, and merchants have re- cently arrived from there whose statements cor- Foborate the prediction. They say that a degree ‘of unsoundness exists in FINANCIAL CIRCLES that can scarcely be measured; that the snapping ofa cord may bring down the fabric in tumbling ruins; that France is the only sound country in Europe, because her people are living within them- selves, saving something at the end of each day's labor and investing only in their own securities; hence, that when monetary troubles commence there will be a sweeping disaster. Already we have tidings of one London failure—that of the frm of William Alfrel & Arthur Burns & Co., metal merchants. True, the amount is only four ‘millions of dollars—a mere bagatelie compared with the monster “smash-ups” of the Cnited States; ‘but then, who knows how many BANKS, MINES AND MERCHANTS are affected by even such a catastrophe. Perhaps it 18 the beginning of the end, Interest on loans like those of Honduras, Turkey and Egypt are com- mg due, and, with the decline of values of first class securities that has been reported, is it not per- tinent to doubt the ability of even the banker of the world to meet its multitude of obligations without a shock that will vibrate through all Mnancial centres. It is to be borne in mind, how- ever, that the average Englishman is always full of conservatism, and he applies the principle not Jees to his business than he does to his household, his club or his politics. Hence, while there may be a shaking of the keystone dangerous for the time being, there can be no permanent displacement of | MM without producing a revolution such as the world Bas hever yet seen, THE COURSE OF STOCKS to-day was without reference to the above outlook, which we have endeavored fairly to portray, un- Jess—and the presumption is not out of place— shrewd holders of securities, foreseeing danger, ad- ‘vanced prices for the purpose of a sale. Western Union, for instance, was actively pushed upward from 49 to 54%, with closing prices just 1 per cent jess, Lake Shore opened at 62) and moved up to 63%. New York Central sold up from 80 to 832,. The other stocks on the list were proportionately Strong, as will be seen from quotations elsewhere, Jtisnot improbable that to-morrow will witness ® further attempt to reach the highest figures that speculators are williag to pay enher for the covering of a short interest ‘or for permanent investment; yet in view of the general situation, financially and commercially, it will be a marvel if the market does not yield, Obedient to the weakness that will probably mani- fest itself in some quarter within the next three ays. THE MONEY MARKET. Money was easy on jl during the greater part ofthe day at6a7per cent and closed at4a5 per cent. A larger inquiry for commercial paper was @eveloped, altnougn prices were irregular, Dis- counts were lower, the rates, however, depending “both on the borrower and his bilis. Sterling ex- «change was firmer. Prime bills were held at 106 wor sixty days amd 108%; for short sight, less q (rokerage, but good bilis were % a % percent Jower. Commercial bills were tsteady. Cabies on London were firm at 109. Continental exchange ‘was strong and in good demand. It is reportea that the DuQuesne Savings Bank, o1 Pittsburg, Pa., and the Savings Deposit Bank, of Last Liberty, suspended to-day. GOLD opened at 10734 and soid down to 10734. On loans the carrying rates have been 4 a7 per cent for » Carrying, the final rate being 4 per cent. The fol- ‘ous have been the principal quotations in the ld Room to-day :— 12: ath M.. The day’ abusiness at the Gold Exchange Bank was: w@iold cleared... Gott balances ion a0 Phacniusa gore Pc grey arr ga exchanges, Fitty thousand dollars in specie was shipped trom New York to-day for Southampton. EXPORTS, The exports from this port for the week ending to-day amount to $7,220,773, THE BANKS report a further gain of strength by nearly a mil- lion of dollars in legal tenders. The sum total now On hand is about $25,000,000, which enables these institutions, if they will, to extend unuaual accommodations to customers, Whether, in view of the commercial condition now being enforced by the new combinations at work, they can oso successfully ts yet to be seen. The Vlearing House Committee were in session to-day and submitted & voluminous report, extracts from which will be | Jound elsewhere. An adjournment took place until Thursday for the purpose of allowing time for its consideration, The following rules are recom- mended by the committee, to be observed by the banks in dealing with the public:— 1 No bank shia. pay, or procure to be paid, in- te it upon deposits, ONO Teneck Penal be certified until the full amount is first deposited, 3. Checks upon associated banks only received on deposit. 4.
