10 THE THIRD TERM, CONTINUED FROM THIRD PAGE, terviewed,! began :—' the articies tn the HERALD and other newspapers @isoussing ‘Cwsarism,’ have you reached any definite conclusion on that subject?” Judge OULD—I believe that fifteen years ago it would have shocked nearly every citizen to have even suggested the propriety of running any man the constitution, the people had as much venera- téon and affection for the precedent established by Washington asif the limitation had been fixed in the body of that instrument. CORRESPONDENT—Do you believe that the Ameri- can people are prepared to submit to Creserism, or Grant or any one else? Judge OvULD—I have been so much surprised and startled by the events of the last twelve years that {have now no fixed opinion as to what or how far @ny one can shut his eyes to the fact that the people have been gradually losing their affection, ‘and perhaps even their respect, for the simplicity Of @ republican government based upon a written constitution. The people have not only submitted to legislative and Executive usurpation, but it Seems that acts of that Kind which have been the most flagrant have received the highest marks of pular approval. There seems to ve also a grow- Tag content, not’ only for constitutional limita- fons, but tor the constitution itself, When that ‘becom nerai the form of government loses ait its sacredness, and imperialism becomes more than possible, But I do not believe the people have Teached that stage of progress yet, ‘hether General Grant will or can suficiently popularize tmperialism between this time and the end of his term is, I think, more than dou ttul. CORRESPONDENT—Do you think that General Grant aspires to a third term of power? And do you believe that his election for a third term ‘Would inaugurate Owsarism? UNVEIL THE IMAGE OF IMPERIALISM, Judge OuLp—I don't know anything about Gen- eral Grant’s ‘aspirations. I suppose his aspira- tion as to a third term would depend a great deal apn his convictions as to the possibility of his election. The man who is confident of his strengtir or who believes he can make -himself master of the situation ts very apt to be more “aspiring” ‘than if he were conscious of his weakness, But I do not velieve that if the barrier of the precedent get by Washington, and followed Bao jaithful servants of tie Republic, 18 once thrown down, what you call Cesarism is fully inaugurated. We might as well then hide the statue of Liberty in one of the lower crypts o! the Capitol, and with- out any further delay unveil the image of imperial- m. CORRESPONDENT—To what extent do you think that the idea of electing Grant tor a third term has taken hold upon the miads of the republican party, leaders and masses ? Judge OULD—I cannot respond very definitely to that question. As far as I have been able to infer trom the tone of the republican press of Vir- ginia, 1 should think the party was opposed to a third term. But the powers at Washington are so potent in working Changes of repuolican sentiment Virginia, Whenever they set about any such job seriously, that I cannot tel how long the republi- cap press of Virgiuta or republican leaders will maintain their present position. The negroes will obey the word of their ieaders as the rank and file do military orders. A good many of them don’t know what a third term means; and, as for Ceear- ism, all the powers of an imperial government mal ‘ht be employed without avail in au attempt to @ them comprehend it, HOW THR SOUTH VIEWS IT, CORRESPONDENT—In the event of the approval of the third term scheme by the republican party and the submission of the Northern people, what do you le would be the attitude of the Southern people’ Judge OULD—The negroes in a mass would follow the republican party, while the white people of the South would almost as soli¢ly stand in opposition. idon’t mean what our Southern people would be- come frantic over the matter. Perhaps some here aad there might look for a more hopeful state of affairs in the South under imperial sway, trustin, that a lite tenure and unrestrained power woul Telieve the head of the nation from the task of con- ciliating that class at the North who believe that abe government should be run on the principles of CORRESPONDENT—W ould a decided change of pol- icy on the part of the administration towards the South, relieving this section of such embarrass- Ments and humiliations as attend the situation in Louisiana and South Carolina, make the South partial to Grant’s election for a third term? GRANT BEFORE A HOSTILE GOVERNMENT, Judge Ovip—I do not think it would. A very Jarge majority of the white people of the South are in lavor of the one term principle. The limitation of two terms has been so consecrated by the prac- tice of the fathers of the Republic that ‘our people almost universally would insist that the precedent should be followed, no matter how acceptuble Gen- eral Grant might make himseit by his favors to the South. But] suppose it must be undoubted that if where was presented the alternative of a third term of administration by General Grant friendly ‘Ww the South, and a new administration hostile to our interests, our people would universally prefer the former. The South is so tired” of its burthens that it. would readily asp any hand that might be held out in honest and hearty relief, regardiess of the antecedents o1 its owner. That was the secret of Greeiey’s strength in the last campaign. One of the consequences of this state of things is that our people do not take the same incerest in national politics that they did in former years. We have 80 much concern in the living present around us, in matters that affect our personal safety and daily bread, in questions which reach even ito the coming century and | touch our children’s children, rising as bigh above Es politics as do the neavens trom the earth, at the strifesof politicians do not agitate or Move us a8 much now as they did formeriy. Still, 1do hot want to be understood as intimating that our people are jess solicitous now as to the con- servation of all the great principles of popular | freedom. CORRESPONDEN—Do you regard the present as @ transition period, in which the government is ing through a change of condition leading to dionarchical institutions; or do you tuink that the | signs of the times encourage the hope of an early return tu the republican ideas of the tathers of the Republic? WHAT TIME MAY BRING—HOPE FOR THE BEST. Judge OvLD—The outivok is gloomy enough, but not hopeless. We do not know what changes, as Carlyle says, the “whirligig of Time,” may make, ‘There are so many ceutres of public opinion in the United States, and tuese are so constantly changing or widening—there are so many new questions forcing thetmselves upon the attention of the age, some of which, like Sphinx riddies, must be answered under the most dreadiu) penalties—that he must be a very wise and sagacious man who could propecy surely in these tuucs. As the questions of the last fifteen years have been of so much greater importance than those our fathers debated, so it may be that the questuons of labor and capita! and transporta- tion, and others of which we do not now dream in the juture, may convulse society even more than those which we have known in our own day to lilt the troubled waves so high. Into what haven the Ship of State will be driven no one can tell, It will Teach some one, for society cannot always exist in convulsion, a8 spips cannot live always in a storm. If we are to judge our Juture by the past of other nations we will not driit tnto monarchy, Cresarism or despotism, without a previous Stage of anurchy. That is the only pressure which hitherto has | jorced a republican people into imperialism. They ve never down to kingly or despotic power, ex- Cept as a refage from anarch Will this Amer Republic prove itself an exception to the Precedenis, and voluntarily seek {mperialism, | Not as a refuge from imternal disorders, but be- Cause it loves the chains by which it is bownd, and the glory of the man to waom it bows as master? 1 au giad to see the HERALD battling so aruestly im behalf ofa return to the republican ideas of the fathers of the Republic. [hope it wiil arouse the slumbering patriotism of the country. The Judge concluded the last reply in a manner that gave me to understand we had ¢ usted the @ubject, and, thauking him, | withdrew. HORSESHOERS. , The Brooklyn journeymen horseshoers are just now in a state of excitement in cousequence of an attempt on the part of a iew of the bosses to reduce the wages of their workmen. ‘The society journeymen are now receiving $3 50 and $3 75 per day, Which is paidto “doormen” and “firemen” respectively. This scale of wages the society bosses, who include the leading men engaged in the business, are perfectly willing, with the excep- tons above stated, to pay their men. In tact some of the bosses pay as high as $5 per day and are willing to pay ecill bigher for better | workmen. In @ conversation with a HeraLp re- ter yesterday one of the leading bosses—Mr. Borie, of LivingS8ton street—stated that ne would pay a8 high as $10 for the very best mechanics if they demanded it. Really first class hands are few and tar between, and generaily act very independ- ently. The society is determined to resist aoy such proceeding, and if these employers do as they threaten to do, the men at every society shop in the city ‘wit strike, This would seem to ve a very sonable step in view of the fact that ali the society journeymen, save those at work in the three or four shops relerred to, are reccivi “ll they ask for; but a member ot the Union stati yerterday that they wouid strike nevertheless, if oaly Gihow these posses that wages must nob be t down, he Journeymen’ ulety ni! ers about two hundred members, crete Aga dead body. was discovered lying across the bed, he having on his shirt, pants, socks and ed lay an empty four- for @ third term, Although not incorporated in | ounce bottie, labelled “chioroform,” which bore the label of “Alexander Menzies, chemist and Apothecary, 637 Eignth avenue."” deceased nearly $2 60 and a few small articles were found, but nothing to explain where he hatiled irom or explaining why he took his.own life.
