8 NEW YORK HERALD, MONDAY, MAY 19, 1873—TRIPLE SHEET, FINANCIAL AND COMMERCIAL. Further Results of the Mone- tary Crisis in Austria. The Bank of England Rate of Discount Advanced to 6 Per Cent. THE WEEK IN WALL STREET. Disproportionate Effect Upon the Gold Premium. The Fall in Pacific Mail and Erie and the Rise in Harlem. SATURDAYS BANK STATEMENT. The Surplus Reserve Close Upon $5,000,000. WALL STREET, Sunday, May 18, 1873, ‘The peculiarity of the week has been the de- pendence of the New York market upon London advices concerning the extent and severity of the panic in Vienna, The latter, however, does not eem to have shaken the general confidence in the Anancia! sitaation, an unexpected steadiness hay- fng developed itselfin all the securities at the very ‘time when the influences culminated which, it was supposed, would operate to cause a depression. ‘The attention of the street having been naturally directed to the financial disturbance in Germany and Austria, it was likewise Batural that the eyes of financiers should ; turn to the Bank of England from day to day in the expectation of a rise in the rate, but atthe last moment, when it appeared as if the Probability of change had passed away, that ex- pectation was realized, it produced no other than a@ healthy tone of security in the English bulwark Standing so firmly between the Continental dis- ‘turbance and this money centre. Ordinarily such ‘an event as the Bank of England advancing its rate of discount to 6 per cent—a figure that has not been reached for a long time—would have startled Wall street out of its wits and caused a jump of several per cent in gold, but the response of Satur- Gay was merely 3 or % per cent ingold. Hence the market closed firm, and men went to their homes @ndepressed by anticipations of immediate dis- aster. THE MONEY MARKET. .A8 will be observed by the bank statement be- Jaw, the Now of money is still to this centre as ®Wegards the domestic exchanges. The rates of call Joana have been exceptionably as high as 7 per cent gold, and as low as 3 per cent, but the aver- ageof the weck was about 6 per cent—that ts, taking the transactions in governments, stocks ané all securities indiscriminately—which average Wall street 1s perfectly willing to pay after the severity of the monetary stringency which has pre- vailed for the last eight months. As one of the Bonsequences of the relaxation of the rate for ‘ DEMAND LOANS, ® brisk inquiry bas set, in for gommercial paper, and the country ‘banks are active “buyers of first class names. During the latter part of the week, however, more or less diMculty was experienced im securing a supply of grades such as constitute ‘the kind of security invested in by these iustitu- tions. The rates tor prime paper have been from 7 ‘to 9 per cent. Perhaps am occasional piece has passed as high as 10 per cent where the seller was in a hurry, but this was early in the week. Later, the same seller would have had no trouvle im disposing of his paper a couple of per cent Jess. FOREIGN EXCHANGE. As a direct sequence of the advance in the Bank of England rate of discount and as a sequence of the disparity in the exports as compared with the imports of the week, foreign exchange hardened and the rate for sterling advanced to as high as 1103; for sight drafts on London, the sixty day rate being 13 per cent lower, which figures are calcu- lated to bring about an early resumption of specie shipments. These rates are on the verge of the shipping point, varying therefrom only a small fraction. The deferment of spe- cle smpments until this late day in the \son is something very unusual in our history, aad indicates the healthy nature of our foreign trade in the past six months. Heretoiore we have been compelled by the paucity of our exports at this season to make good the difference with large weekly consignments of gold, In fact, the English press iately called attention tothe circumstance {hat a prompt specie movement in favor of London from New York was a matter of serious concern; and in the advance of the bank rate to 6 percent we Perceive the possible consequence of the long-de- ferred shipment. While itis true that the chief Feason for the advance in the rate is the troubic on the Continent, the Bank of England would have been in a better pesition to have attained its. ob- Ject with a lower rate of discount if it had received the usual Spring supply of bullion from the New York market. It should, therefore, with us of ‘the United States, be a cause of felicitation that the a@dvance in the bank rate is ascribable to our own Prudential management of our foreign trade. In wiew of the rise in gold and the liardening of foreign exchange during the past week the exporting busi- mess continues to have a flue prespect before it, @nd the old adage again proves true that “it Js an Mil wind that plows nobody good.” In other words, the Vienna panic has opened up a readier market produce, Sor our domestic the week were more tuan the expo: THE COL oF THE GOLD MARKET. THE STOCK MARKET. ‘The feature of intcrest in the stock market during the week was Pacific Mail, the fluctuations otherwise having been of a more general charac- ter and dependent on the issues arising from for- eign complications and the advance in the English fate of discount, The downtvard movement in Pa- eific Mail caused its decline below the platform of 60 per cent, which many velleved to be its mini mum of market value, and hence produced an active spirit of speculation that still further de- Pressed the price to 45%. It ralhed, however, to 48 ou Saturday. The decline in the stock is attributed to several reasons; among others to ite sale by parties who were opposed to the Present administration of the company, but who found themselves unable to eitect their object, Erie declined about 3 per cent and rallied avout 2 per cent—its decline being occasioned by the fail in the foreign market, and its rally by the favor- aturday were at 118, the quota- | been in good demand and firmer tor medium and prime grades, Wheat was sought atter to a fair extent at unchanged A easier under the influence creased receipts and higher ocean treights. that the object of the merranie exhibit was to depress the stock in the interest of Philadelphia operators, who received their cue from the Penn- sylvania Railroad. Western Union declined to 84 per cent from 86%, but had rallied nearly two per cent by Saturday, and touched 85%, in sympathy with the generaliy favorable feeling that followed the bank statement. Indeed, the general improve- ment just before the closing hour of the market, despite was quite notable, prices to a medium of tremes. EE Toles POLICE couRT. One Hundred and Five Vagrants Before Judge Dowling—A Tragical Tailor. At an early hour yesterday morning there came pouring into the Tombs Police Court one of the most motley arrays of queer characters that have been seen in even those precincts for some time. It ls not a strange thing to see the worst phases of human character brought before His Honor Judge Dowling; in fact it is an everyday occurrence; but on Saturday night last Captains Kennedy and Clinchy went to work in earnest to clear out their respective precincts of their worst specimens, both male and ie;ale, and from the exhibition yester- day they succeeded admirably. There were alto- gether ONE HUNDRED AND FIVE PRISONERS in the box, the female element predominating. ‘They were arrested as vagrants, and were given to the care oi the Commissione:s of Charities and Correction, Forty of these were taken in tie Sixth precinct and some thirty or more in the Four teenth, From thelr appearance they would be classed en qnasse as habitual drunkards. Their features were perfectly vesottcd with rum, and their general aspect was SQUALID IN THE EXTREME. Some of them had their faces and bodies bruised in several places, their eyes discolored and their un- kempt ciotues recking with filth. In a great many cases five and six of these women, all white, had been arrested together, living in a state o1 concu. binage with colored men in Donovan’s lane and other purlieus of the Sixth ward, Judge Dowling disposed of the whole crowd by tung them uader $300 bail and committing them to the Island for six mouths cach. A TRAGICAL TAILOR, About half-past thee yesterday morning Henr- Egan, of 120 Mulberry street, Was walking throug! Mulberry street, between Cunal and Hester, when he was accosted by a Wan named — Patrick McLoughlin, a tailor, residing at 102 Mulberry street. MeLovghiin said, “Good morning, Mr. Egan.” Mr. Egan ret turned the salutation and passed On, Immediately aiterward he received a heavy blow on the shoulder irom some instrument, and was knocked down and dragged into the hallway of 1i3 Mulberry street, lis vest was torn oi’ him and lus pockets rifled of $40, Kgan’s screams brought an oMcerto the scene, who ar- rested Patrick MeLoughiia, the man who first ac- costed Egan, ant was recognized by him as the assailant. A slungsiot was fouud on his person. Judge Dowling yesterday committed McLougulin to answer, Without bal, and set tue complainant to the House of Detents JEFFERSON WAUKET POLIGE COURT. Grand Larceny. At the Jefferson Market Police Court yesterday, | beiore J 2 Ledwith, James I residing at the Laylayette liouse, on Broadway, was charged by his employer, William V, Smita, of 13 and 16 City Hall sudare, | with steating a quantity — of Surveyor’s instruments, valued at $225. The evi- denee showed that the prisoner had been sent to Hurlom with the necessary instruments for the performance of the duty assigned him, and, in- ste of proceeding thither, he penn thein at phupson's, iu the Bowery, jor $25. He was com- mitted to ansy Robbing a Friend. James Rogers, of 297 Tenth avenue, wus accused by Luke Hollen, o/ 441 West Twenty-sixth street, of stealing a watch from his person.
