JUDGE EDWARD PieRREPoNT, of New York, to whom the President tendered the Russian mission, arrived here yesterday, and, after a long interview with the Presidént, has declined the appointment on account of his professional engagements which are of such a nature how that it is imposible for him to leave the country without great detriment to his clients. The President regrets deeply that Judge P. cannot accept the position course did not press him to do so afte: exp'ained his reason’ Judge Pierrepont will return to New York to-night, and will then send his formal declination to the President by mail. Faunce and Capt. Merryman, of the Tevenue marine service, and Mr. S.J. Kimball, ch of the revenue marine bureau, the officers appointed by the Secretary of the Treasury to ascertain and report at what points on the sea and lake coasts the interests of commerce and humanity require the establishing of life-sav- ing stations, have just returned here from a personal examination of the southern coasts and have selected sites for the establishment o -1,on Cape He: near Dan Neck ‘Mills 4, near Jones’ Hill No.7 ‘0. 8, "Body Island; Chicamacomeo; No. 10, Kinakut. Under the second section of the act of Marct 3d, 1873, the following localities are considtred and recommended by the commission as r quiring stations, viz: On Cape Hatteras, Cape .ookout, and on Smith’s Island, mouth of Cap Fear river. From this point to Cape Canavera} the coast is not dangerous, wrecks seldom oc curring, and very rarely disasters to lite or property. At Cape Canaveral, Jupiter Inlet, and Cape Florida, boat-bonses, with life-boats and suffi cient apparatus, are recommended to be placed in charge of the light-house keepers. The coast of Florida, south of St. Augustine, t crews there on the plan adopted for the northern and eastern coasts. It is also found impracticable to place stations for the protection of the Florida reefs from Cape Florida to the Tortugas. Although wrecks are frequent along these dangerous reefs, the loss of life has never been great. Here, as also upon the coast between Cape Florida and Canavers shoals and thence to Fernandina, stranded ves sels usually drive so light upon the beach that the crews can land withont much danger. The light-houses along the Great Reet should, however, be provided with able self-rightin and selt-bailing life boats. On the gulf © from Key West around to the Rio Grande, life- saving stations are not deemed necessary. The soundings here are so regular and the shoal water extends so evenly and so gradually tor such long distances into the gulf that the sea is never high enough to break up stranded ves se and the crews are never in nent dan ger except during heavy hurricanes, when a ife-Loat or other apparatus would be useless. A station was formerly situatea in Galveston but as far as can be ascertained and during the war both house were destroyed. A life-saving station there is not considered necessary. There are seven members of Mrs. Ear- hart’s family who have died mysteriously within the past twenty years, whose remains will be disinterred this week for the purpose of an ex- amination of their stomachs.
