De- / partments—A Lecture by, Mrs. tten- house.on, Polygamy in Utah, * WAsninaron, Feb. 20,1873. Message from the Pros! Our Treaty dent to the; Senate Stipulations; With Mexico. “The President Was set # confidential document to the Senate, swowing the necessity tor ratifying ‘the treaty now before that body, extending the stipniations ofthe treaty with Mexico under which the United States and Mexican Jeint Claims Com- mission ‘was organized. When the labors of the Commission terminated by limitation on the 3ist | of January, 1873, the awards ia tavor.of Mexico ‘and against the United States amounted in cur- rency,. principal and interest, to $86,721 78, “The amount’ of awards in favor of the United States and against Mcxice was, principal and interest, $505,706 76, of which $154,097 09 was in gold. The Mextean docket is virtually exhausted, there being but 225 claims pending, the large ma- jority of which are practically disposed of by the decisions in similar cases, With the American docket the case is decidedly different, there being 967 cases yet pending. The President called the attention of Congress to this important subject in his last Message ; but these oficial notifications of tus are unheeded, as is exemplified by the indiffer- ence manifested by Cengress to enact the legisla- tion concerning the fisheries rendered necessary ‘by the Treaty of Washington, Opinion of Poland’s Committce on Col- fax’s Last Statement, ‘The members of the Poland committee.are unan- Mmaously of opinion that Colfax’s statement of ycs- ‘terday was of unparalleled impudence and ab- surdity. A member of the committee says there is sufficient ground for his impeachment. When Mr. Poland was asked, ‘Will the committee recom- mend such action?” he replied :— “No; the committee will merely report ‘the evi- dence.” “What is the opinion of the committee regarding Colfax’s keeping Nesbitt’s other contributions in reserve?” was asked, “The opinion is,” he replied, “that there was -fFomething connected with it about which Colfax considered it inexpedient to excite attention. His action was suspicious, and the fact that it was ad- vised by, counsel amounts to nothing. He is in the most deplorable plight.” The Louisiana Bill Reported by Senator Carpenter. ‘Tne bal .reported by Mr. Carpenter, from the “Special committee on Louisiana matters, declares ‘the election in that State held on the 4th of No- vember ast 60 be mull and void, and reinstates in office the State oMcers and Legislature who held position at that time. It further requires s new election to be‘ held for State oficers and members of the Legislature on the second Tuesday of next “May, and directs William B, Woods, United States Circuit Judge for Louisiana, to proceed #0 §=6Lowisiana and appoint two citizens, of Mifferent politics, to be State registrars, cwho shall cause @ new registration to ‘be made of all legally quauded voters of the State, <ommencing March 18 and ending ten days prior ‘Wo the date of election. The State registrars are to appoint two supervisors of registration fer each parish, except Jeflersen and Orieans, for which a greater number are to be appointed, and in each parish the registrars are to'be divided In politics, The President is empowered to employ military forces on the application of the Governor of the State or the United States Circuit Judge to carry ‘out the provisions of this act and enforce judicial ‘Process, and $200,000 is appropriated to defray the expensesof registration and election. Tilt Between Farnsworth and Platt, of Virginia—No Blood Spilled, A lively scene took place to-day in the House be- ‘*ween Farnsworth, of Ilinois, and Piatt, of Vir- gigia. Farnsworth has lately made himself con- spicuous for fighting all the jobs in which he and his friends are not interested, and casting out wasty insinuations against his personal opponents, chief among whom is General Butler, who looks apon Farneworth as little better than a humbng. During the debate on the appropriation for public buildings Farnsworth spoke of ‘granite rings,” and gave a significant look at Platt, sitting directly in front of bim, whose name has been associated with a gran- ite quarry in Virginia. Platt thereupon waxed wrathful, and declared that it Farnsworth meant to insinuate that he was connected with any ring he lied, and consequently was a liar. Here was an ‘Opportunity for a set-to, but Farnsworth, instead of punching Platt’s bead, contented himself with saying that he did not mean Platt, for the suit he ee 0% intended for a larger man, mement ef Ca! eldwell's Case, i Pat i's case has bec been Postponed for digeussion until next Tuesday, and his friendg dre sure that he will not be ousted, -” bya Stenhouse Pelygamy—Curlosity of the Ladies, 4 wre td, B. F. Stenhouse, of Salt Lake City, deliv- ered ber fecture on polygamy in Utah, in Lincoln Hall, to.a very largeaudience, this evening. There ‘were present quite a number of Senators, Congress- men and distinguished citizens, The lady was cor- dially greeted on her entrance, and throughont ‘her lecture was frequently applauded. The expose of polygamy in its practical workings was told in the mild language of an accomplished lady, but was keen and cutting. A magnificent bouquet of fow- ers was sent to the stage, which was kindly ac- knowledged, and at the close of the lecture Mrs. Stenhouse was requested te repeat her lecture. It ‘was amusing te hear the remarks of the ladies after ‘the lecture. They all wanted to know more, and with accustomed cnriosity they beseeched the lecturer for a lecture purely to the fair sex, where ‘they could ask questions. ‘The Subsidy to the Pacific ship Company. Mr. Randall, ef Penmsylvania, offered a resolution 4m the House to-day, which was adopted, referring ‘to the statement of Mr. Legrand Lockwood, of New York, before the Committee of Ways and Means, ‘that a large amount of money had been used Iast session te secure the adaitional subsidy to the Pacific Mail Steamship Company, ana directing the Committee on Ways and Means to investigate the mater nd send for persons and papers. The Two Per Cent Bill Checked. ‘The Senate has ‘thrown away another alternoon on the Two Per Cent bill, on which Thurman, Pratt and Edmunds orated until every one’s patience was ‘exhausted, Mr. Hill, of Georgia, rose and read a ‘faneral oration on a Representative from his State, Speer by name, whe died during ‘the last recess, ‘thus preventing a vote ‘om the bill, and to-morrow it will be antagenized by the bill for printing the debates and by the. appropriation bills, The Appropriations for Deficiencies. ‘The House Committee en Appropriations to-day considered the deficiency estimates for the year ending June 90, 1873, ané prier years, but took no action, Secretary Boutwell, Secretary Belknap and other officers of the government will appear before the committee to explain the amounts re- quired for their respective departments, The es- timates for deficiencies are as tollows:—Congress, $905; Department of State, $254,961; Treasury De- partment, $1,797,624; War Department, $2,831,800; Interior’ Department, $28,090; Department of Ag- riculture, $2,180; Department of Justice, $300,000; Judicial, $5,694, Total, $5,221,263.
