DIT MOBILIER, No. 2. Report and Recommendation of the Wilson Committee. The House special committee (Mr. Jerewiab 1. Wilson, chairman,) to investigate the credit mobilier aud the Union Pavific railroad, and their relations to the government, made their report vesterday afternoon. It gives an elab- orate history or the Union Pacitic railroad am credit mobilier, in connection with the Union Pacific railroad. In the Hoxie contract the in- terests of the Union P: railroad company were utterly disregaried, and the conclusion is n that the cost of the road was $50,000,000, which cost was wholly reimbursed from the proceeds of the government bonds and first fortenge bonds, and that from the stock, the income bonds and land-grant bonds, the biild- ers received in cash value at least #23,000,000 as profit, being a percentage of about forty-eight per cent. on the entire cost. The committee do not conceive it tobe their duty to express or to form an opinion as to the degree of moral blame that attaches to the persons engaged in these transactions, except so far as they may rightfully affect the exercise of the discretion ot Congress in dealing with their franchise The committee think the facts shown would furnish ground for judgment of forfeiture of all the franchises of the corporation; but it wouki be harsh and unjust to forfeit the rights of the present stockholders, a large majority of whom have benght their stock in good faith im the market, for the wrong-doing of their predecessors. ‘The report is signed by all the members of the committee except Mr. Swann, and THE PASSAGE OF A BILL RECOMMENDED provides that the Attorney General shall cause a suit in ity to be inst: name of the United States against the Union Pacific railroad company, ainl against all per- sons who ma their own names or through my agente, e subscribed for or received ital stock in sai «l, which stock has not been paid for in full intmoney, er who may js or otherwise por- of said read or the yceeds or avuils thereof, or other property “ the otsakt road.
