The employors are jubilant over what they con- sider the downfall of the eight-hour movement. ‘There is no longer any activity or esprit among the men of the unions, save in the case of such as com- pose the Committee of Twenty engaged in organ- izing the parade of the 1st of August. ‘The leaders of the various organizations, how- ever, claim that they are not defeated, but in the best possible condition to continue the struggle. ‘They aasert that 25,000 men are now working eight hours in the clty of New York, and they quote figures at length to prove their statement. Mr. Pandy, of the carpenters, saya that only one hundred of the men belonging to the American Carpenters’ and Joiners’ Union and the Amalga- mated (English) Society are out of employment, and that all the ib oid are working eight hours and no more. The German Employing Barbers’ Association, Mr. John Davis presiding, held @ meeting at the ‘Town Hall last night, receiving the reports of the different ward committees orgauized to enforce the rules and platform adopted by the Central organizations, which are to close shops at eight P. M. on week days, and to keep open until eleven Sundays. The eleven o'clock arrangement on Saturdays and the one o'clock system on Sundays is the point to which the journeymen are opposed, Wensngs shorter hours, rts were received from the different wards, wite showed that the rales and plut/orm referred to have been agreed to by the majority of the em- ployii barbers. The delegate from the Ninth ward, Mr. Sullivan, reported that the “fifteen cent system” was agitated on his side of the town, and he hoped that it ultimately would be adopted and made general. In the meantime a la! portion of the journeymen remain on strike, and others will strike next week to enforce their platform. OHILD LOST. Believed To Have Been Kidnapped. Mr. W. H. Leib, of Quincy, IIL, is the father of Freddie Leib, who disappeared very suddenly and mysteriously from the evening of June 26, last year, now nearly thirteen months ago. Diligent search has been made in the Western cities by Mr. Leib, as- sisted by police and detectives, but no certain clue hasbeen obtained. The circumstances connected with the case warrant the conclusion that the boy ‘was carried off by straggling Italian musicians, or by gypsies. A little boy bearing the description of Freddie Leib was seen in Chicago some months ago, along with one of the identical bands that per- ambulated the city of Quincy the week of his dis- appearance. Mr. Lefd offers $1,0¢ restoration of his son or for info “a , thereto. photograph of the boy can be seen at the office a tie Superintendent of Police, 300 Mulberry street. Freddie Leib is now six years old, stoutly built, dimple in cheeks and chin, dark blue eyes, dark brown hair, which curls when long; two crowns on the head where the hatr separates (most persons have but one); was vaccinated a few weeks prior to his disappearance, well up on left arm, in two pisces, about half an inch apart; has very small eth; talked plainly, except for such words as string and street he would say “skring,” “skreet."’ He would doubtless remember that he hada brother Charlie or a sister Bessie.
