OAxuY J1ALL, Mayor of the City of New York:— The Soard of Health, of the Mealth Department of the city of New Yo respectfully trausimits its ‘Orst avoual report, which includes areview of is proceedings from its 0: ation, April 11, 1870, to the loth day of Ap 187i, beiug @ period of one year, ORGANIZATION OF THT BOARD, By the “act to reorganize the local government of the city of New York” (chapter 137 of the Laws of 1870), passed April 5, 1870, the city of New York was excepted trom the provisions of the act entitled “An act tu create a Metropolitan San:tary District and a Board of Health therein for the preservation of life and healin and to prevent the spread of dis ease,’ passed February 26, 1866. The same Act (articles fourth and eleventh) creates a Health Department, and declares that such depart+ Ment shail be a board consisting of the Police Com- missioners of the city of New York, the Heaith Officer of the Port, and also four oficers to be called “Commissioners of Health of the city of New York,” who shall be appointed by the Mayor for a term of five years, two of whom must have been practising physians tn said city for a period of five years pre- ceding their appointment. On the #th day of April the Mayor, Hon. A. Oakey Ball, by virtue of the authority conferred by the act enutied “An act to reorganize the local government of the city of New York,” made the appointments | of the heads of departments in the government of the Corporation of New York city, as established by @aid act.
