FINANCIAL AND COMMERCIAL. * SUNDAY, Feb. 14, 1869, ‘Tho week closed with greater activity in the money Market, and the rate on call loans ranged from six to seven per cent, according to the class of collateral security, The weekly bank statement is unfavorable, the total reserve having decreased $3,174,254, against @ total decrease in the total Iabilities of $3,608,024. Aa compared with the previous week there ts a de- crease of $2,272,248 in the legal excess of twenty- five per cent, The loss in legal tenders ta accounted for by renewed shipments of currency to the South. ‘The decrease 1n specie 1s accounted for by the large Payments of customs duties, ‘The totalg of the two ‘weeks are compared as follows:— ‘Tne following are the differences:— Decrease tn loans... Jocrease in circulation, Decrease in deposits......« Decrease in legal tenders, . ‘The last hours of the present Congress are seem- ingly to be devoted to the consideration of measures of practical benefit to the fnanctal portion of the community. Yes:erday @ number of bills received consideration and were advanced in the process of legisiation, whose object is to secure many needed reforms which have grown out of the inflated state of the currency. Prominent among these is the bil! origmaily reported from the Ways and Means Com- inittee providing that the bonded gold-bearing debt of the United States shail not be further in- creased. The presentation of this measure gave the first impetus to the rapid rise of American se- curities in the foreign market, Its passage by one branch,of the national Legislature will doubt- less infuence a stlil further advance in five- twenties abroad, indicating as it does a deter- mination on the part of the government to put a limit to the debt, An amendment was also passed with the bill forbidding secret sales of govern- ment gold, of which our merchants so frequently complatped. A bili to prevent the national banks «from loaning money on greenbacks or national notes was also passed. Should it ‘finally become a law the “locking up” strategy of Wall street is at an end. Another bill was reported prohibiting the certifica- tion of checks when the drawer has not funds to hts account equal to the face thereof, This is a Measure of doubtful sagacity, as it will help the rich capitalists of Wall street and drive the small ones from business, unless, as has been suggested, the banks at the moment of the presentation of such checks make a loan of the amount to their cus- tomers and thus fortify them. The most important bill of the series which received attention so prompt- ly from Congress is one substituting monthly reports for the present system of quarterly statements from the national banks. It remains to be seen, how- ever, whether this change wiil result in preventing the spasmodic contractions in the money market, which is ostensibly its object. The week has been au excited one inthe gold market, owing to a prolonged aud now desperate contest between tne operators for a rise and the ope- rators fora deciine in the premium. The former undertook to stay its naturally yieldimg tendency with the remote object of preventing the depression in the stock market which would have been sure to follow. They were unfortunate in selecting the time for this strategy, as in the midst of their plans they were suddenly subjected to the depressing influence resulting from a sudden foreign demand for govern- ‘ment bonds, which filled the market with bills, serving in lieu of the ordinary exchange. They stubbornly struggied sgainst the falling tendency of the price of gold and by farge purchases kept it tu the vicinity of 135, At first they made goid really scarce, but soon after changed their tactics, and by freely tending that which they bought induced heavy short sales by ‘heir opponents. ‘The transac- tions in one day at the Gold Bank reached the enormous sum of $19,000,000, indicating that the latter had fallen into the trap (@f such it sball prove) and have largely oversold the market. Things are in such a condition now that any attempt to cover by the shorts, yhen the gold is in the hands of the bulls, will result in an advance of’the premium, contrary to tts natural tendency. On the other hand the shorts count upon another inflax of cotton bills and further exportation of government bonds. The fuctuations in gold during the week were as fo lows :— Highest. Lowest. Doubtless the drat reason of this improvement is the action of Con- gress in taking steps to limit the bonded debt of the country; but, remotely, European capitalista have long been conscious of the available character of our securities for investment, and have only been waiting for some limit to increase of the debt such as proposed by Congress. This advance was immediately followed by arise in the home market, where the utmost animation charac- terizea transactions. The foreign bankers were large purchasers, and the amount exported within the past two weeks is hardly less than $12,000,000, ‘The home investment demand has also been etimu- lated, and the effect has been to create great scarcity in severai of the issues. Thoir heavy purchase of gold was a bold sortie in defence of their plana, and lately they have been compelled to buy largely of Pacific Mail to prevent the spread of the demoralization which the decline in that stock ‘waa creating. A bill has been introduced into the Legislature for the extension of Grand street, Williamsburg, to New- town village. , A despatch from Lincoin, Neb., says that Mr. Stewart's bill granting 10,000 acres of land to any corporation constracting twenty miles of ratlroad within the State of Nebraska passed the House on Saturday. . A combination bill dividing 480,000 acres of public land between five projected roads in various parts of the State, but entirely ignoring the Omaha and Southwestern road, has passed the Nebraska Senate. Mr, Peter Brede has bought Mr, Martin Bennett's hotel, Atiantic avenue, Kast New York, for $29,000. The building 13 frame structure and stands on four lots.
