* business was suspended after about one-third of the FINANCIAL AND COMMERCIAL. Turspay, Dec. 8-6 P. M. ‘The proceedtngs of the first two days in the present Session of Conyress embrace the presentation of a dozen or more dierent plans for the remedy of the nancial syste. Seuator Sumner tis prominent with his “On to Richmond” scheme of forcing specie pay- ments, In this lie 18 seconded by Greeley, who is Just as short-sighted and Just as dangerous as when he urged our vn«isciplined and partially equipped troops to disaster before the walls of the rebel capi- tal. Thequestion of adjusting the national currency and the national credit requires as mach foresight, preparation and genius as did the work of suppress- Ang therebellion, No hasty, immature and chimerical Regulation can settle it, The radicals who piaughtered our soldiers by their impetuous desire to gratify @ popular idea will be the financial death of our merchanis ii their present wild schemes are heeded. The experiment of a return to specie pay- ments at a fixcd time was tried in England after the Continental wars, but suspension followed suspen- sion and the country, floundering deeper with each effort, was conipelied to patiently abide the opera- tion of the natural laws governing such matters. In all the schemes introduced into Congress thus far their originators seem to have no care for the laws erning trade and business, The ruling idea is to the glittering but fatal notion of an imme- return to specie payment. The politician and lemagogue stil! prevail where the country so sadly jeeds the statesiian and financier. 1n the meantime Wall street waits in anxious ex- tation for eoiwe decided indications of what is ely to be accomplished in the way of financial ebange, and cureful, respectable dealers, sound and ‘Wubstantial houses, bolder speculators and the reck- des, daring Basi Bazouks of the street alike limit their operations (0 the narrowest margin, pending Nore intelligeuce of this nature. Thus to-day was jnally noticeable with yesterday for the quiet and erved charactor of business, the market being ady at lower rates in respect to gold and govern- ents, and in geucral weak in tone in other direc- tions, » The day was partly observed as a holiday out of “repect to the memory of Mr. M. S. Bright, a gentic- man well knowz in financial circles in this city, who ‘was one of the victims of the recent steamboat dis- ‘aster on the Ohio river. The Government Board, of ‘which deceased was a member, adjourned after its second session in consequence, and the Gold Room, of which Mr. Brigit was likewise a member, closed attwoP.M. In the open board, at the last call, Ust had been gone through, and after some remarks @ulogistic of deceased and the appointment of a mmittee of three to draft suitable resolutions memoriam, such committee to report to-morrow, after tho last session, an adjournment was had as a of respect. Reference was also made there to the recent decease of Mr. A, W. Baker, also a mem- yer of that board. The principal feature in the gold market to-day Was a decline of % to %. The opening price was 436, which subsequently declined to 1855; before leven o'clock. Later, however, the price rallied to %, but afterwarcs fell to 44, the lowest point feached, advancing subsequently to 1355;, at which Sgure it closed in the room. Transactions were con- ‘tinued later on the strect, the price ranging between ‘isos; and 1353, settling towards the close at the higher figure, and at the conclusion of Yusiness tt was quoted at 135% 9 135%, The amount of business was considerable at 1355;, with a larger emand at that price, but the market was singularly free from excitement and the disturbing influences rising from sensation rumors that have of late so eften induced feverishness. The decline is solely to attributed to this fact, and is simply the rebound m the inflation brought about by speculative com- inations. Loans were made at 8, 3%, 4, 5 and 6 per gent for carrying and flatfor borrowing. The busi- ‘ness at the Gold Exchange Bank comprised the fol- lowing:—Gold cieared, $56,758,000; gold balances, "$1,604,355; currency balances, $1,873,681. ; It ts stated in well intormed circles that consider- le purchases of gold have been made recently on thern account, the demands of business men “there, especialiy in Louisiana and Texas, not being satisfied wholly with greenbacks. The plan of re- @itting coin in part thither, by depositing an ‘amount with the Sub-Treasurer in this city and ob- taining 4 transfer order on the Sub-Treasury at New Orieans, which prevailed to some extent, cannot be continued, the entire amount of government coin in the latter city having, it ts said, been exhausted. Money was active to-day, with a good inquiry, but not exceeding that which has prevailed during the past four or five days. Short call loans were made at 7 percent, a few are reported at 6 to first class honses, while in some exceptional cases, but they ‘were very rare, it ts stated that balances were suf- fered to remain at 5 per cent. Something of this stifmess in moncy no doubt arises from the fact that the commercial demand usual at this time of the year for funds move the pork and cotton from the Wost and South is re@ucing to some extent the eank balances. A still further reduction of their Joanable margins 1s occasioned by the withdrawal of deposits by disbursing oficers of the government ‘ander a recent order. As yet, however, there is no eppearance of stringency in the money market, nor fs any anticipation felt of such a state. Exchange ‘was firmer, with a pressing demand for bankers’ and he usual active inquiry preceding the sailing of the ‘steamer. Prime bankers’, sixty days, were quoted at 109%; three days’ sight, 110%. Commercial ranged from 108% a 100%. The following were the other rates:—Paris, sixty days, 6.20 a 5.16%; short wight, 6.16 @ 5.1334. Antwerp, 5.20 a 6.1644; Switzer- ‘Wand, 6.20 @ 6.1614; Hamburg, 35% @ 364%; Amster- dam, 40% @ 41; Frankfort, 40% a 41; Bremen, 78; @ ‘99; Prussian thalers, 7135 a 72. ‘The market for governments was quict and doll uring the early portion of the day, opening in the Morning at about the closing rates of last evening, continuing without material change of prices until moon, when, under light offerings and a gen- eral indisposition to do business, prices receded Somewhat, At the first call '65's sold at 103%, "67's, 110% @ 110%. At the noon call '62’s sold at 111 and 167s 110% regular and buyer three, The-market ‘Outside was generally dull and unsettled, '67's selling ‘at 110%. Transactions were mostly in smali arnounts, ‘and indicate that the short interest in the market is Y Notwithstanding this dulness $m the board and on the street considerable private Inquiry continues tobe made by persons secking janent investments, many officers of country inks being in the city seeking {information in view of their possession of surplus funds after the 1st of January that will aid them in its proper disposition. Prices towards the close of the day improved some ‘what upon earlier rates, tie following being the rates at five o’clock:—United States 6's, 1381, registered, 110 a 11034; do., coupon, 114% a 115; do. &-20's, reg- Astered, 106% o 107; do., Coupon, 1862, 110%¢ a 111; Ao., 40., 1964, 10734 & 10734; do., do., 1865, 107% o 108; do, do., new, 1865, 11094 a 11034; do., do., 1867, $10% 911034; do., do., 1898, 110% a 111; do., 10-40°s, Pegiatered, 103 a 10315; do., coupon, 105% a 105%. ' grate bonds were dull and inactive during the day, @spocially North Carolinas, in consequence of a feel- fing of uncertainty gaining ground regarding the Jegality of the new bonds of that State, about which Chere is some conflict, In Tennessee securities bust- ness is restricted by the prospect of a further issue to progressing rai.roads, There is an active demand for ovher Southern securities than those quoted in the ooards on Southern account, Large trans- actions are reported in South Carolina bonds, at 63 a 59 for old, and 63 a 65 for new. The following were the quotations of State bonds at the last regu- lar board:—Tennessee sixes, ex coupon, 65% a 69; Tennessee sixes, EX Coupon, new, 67% a 68; Virginia sixes, ex coupon, 65), 056; Virginia atxes, ex cou- Poa, new, 67 #53; North Carolina sixes, ex coupon, 654% @ 65%; North Carolina sixes, new, 63 & 63%; Missourt sixes, 89 a 59)¢. ‘The stock market was weak and drooping to-day. There was not @ great deal of gossip on the street to-day of a character to affect the market, except & revival of the injunction story respecting North- western, which forced that stock down. New York Central receded in the absence of confirmation of the story that the injunction upon its directors would be modified or removed, and the rest of the market declined in sympathy. A demand for proxies in Pittsburg to-day kept that stock frm. The following were the closing quotations on the street at half-past five o’clock:—New York Central, 124% # 124%; Read- ing, 984 do. preferred, 84; Fort Wayne, 110\ a 111; Ohio and Mississippi, 303¢ a 304; Michigan Southern, 87 & 8714; Pittsburg, 85 @ 8534; Kock Island, 107% a 107) 9833; Pacific Mail, 115 bid; St. Paul, 65 bid; Northwestern, 775 bid; do. preferred, 8034 a 8054.
