FINANCIAL AND COMMERCIAL. ‘THURSDAY, May 21—6 P. M. ‘The gold market has been frm to-day but quiet, and (ge fuctuations were limited to an eighth per cont--namely, from 139% to 139%, with the closing transactions at 139%. This is the difference oe ren oemn een ogi se bay ‘that we have had to chronicle since the Of the gold room, There was & mode- rate borrowing demand for coin and loans Were made at 8@ 4 per cent per annum for carrying. The gross clearings amonnted to $22,076,000, the gold balances ‘Lo $1,890, 396 and the currency balances to $2,585,885. ‘The steamer took out $462,500 in specie, amaking a total thus far in the week of $1,962,065. The disbursements in coin in payment of the May interest on the public debt at the Sub-Treasury amounted. yesterday to $215,000, making @ total of $14,832,000 aitfoe the 1st inst. The conversions of soveti-thirty notes into five-twenty bonds to-day ag- ‘Bregated $2,124,650, while $750,000 of compound in- ‘terest notes were redeemed, making a total of $17,- ‘386,000 since the 16th inst., the date of the maturity of the May notes. Nearly the whole of the authorized fifty millions of three per cent ‘Certificates. have been already paid out, 4n redemption of the principal as well a8 payment ‘of the interest of these notes. The resolutions rela- ‘tive to the finances reported by the Committee on Resolutions to the Chicago Convention are calculated to strengthen the public credit; but they are not likely to depress the gold premium under the exist- ing condition of affairs, the drain of specie to Europe ‘being alone sufficient to hold it steady. The third ‘resolution denounces all forms of repudiation as wational crimes, the fourth declares that taxation Taust be reduced as rapidly as possible, the fifth ‘demands of Oongress the reduction of the national debt and the sixth and seventh declare that the government must be administered with the sirictest economy. These point to a policy which ‘would lighten the burdens of the people and at the same time so far improve the public credit as to materially appreciate the value of our national securities. The supply of loanable funds at this centre is steadily increasing, and loans on stock collaterals are made freely at 5 a 6 per cent, the majority of transac- tions being at the lower figure, while balances are deft with the leading dealers in government securi- ties tn some instances at four. - The latter have amuch more money offered them at five per cent by the banks than they can use, and hence they are en- ‘abled to carry their stocks with great facility, while Jenders are forced to allow a portion of their surplus ‘capital to remain idle or to become purchasers of government securities, the demand for loans from ‘the Stock Exchange being light, owing to the dul- mess of speculation in railway shares, There is a ‘very Umited amount of first class commercial paper ‘being made, and it passes readily at 634 a6}, per cent discount. » The stock market was firm throughout the day, ‘nd prices advanced slightly, under a somewhat more active speculative movement than usual of Yate in @ few stocks, including Pacific Mail, which Muctuated between 91% and 9234, the report of the president of the company and the auditing commit- ‘tee having been without effect upon its price, the tendency of which is at present upward, from ome cause not apparent on the surface of fairs, The president in his report says that the re- tions of his company with the opposition remain ‘unchanged, and that with such knowledge of and ‘experience in the case as he has been able to acquire ‘there can be neither arrangement nor compromise ‘with it, in his judgment, which would not prove a asa el evil than a continuation of the struggle for object of compelling its withdrawal, a result ‘which he belleves can be obtained, ‘but only y unfiinching firmness and an _ unrelent- ‘ng persistence in the present icy. It ‘does not follow from this, however, that the opposi- Rion will last ag long as the life of Methuselah. The Speculative feeling with respect to railway shares is tame and the market for them entirely lacks outside Bupport, but the extreme abundance of money and the prospect of prolonged monetary ease enable the @liques to sustain prices without difficulty, and phould they become large buyers these’would tem- ‘porarily advance. With any attempt on their part ‘to sell, however, @ relapse would ensue, the number f operators being too limited to absorb a considera- le amount of any one stock without a break in it, the outside observer the market is still without decided feature. } Government securities continue to be very actively ‘Gealt in, and the tendency of prices is still strongly ‘upward. The home investment demand is unusually heavy, and this is mainly for the fivetwenties of 1867, which carry interest since the Ist of January ‘and are about three and a quarter per cent lower than the bonds of 1862, and cne and a half per cent Delow those of 1864, after the accrued interest in each ase is deducted. Allowing nearly four per cent in currency for the accumulated interest it will be seen that the bonds of 1867 are selling at 106% a 106%, jonly, and there is consequently a wider margin for 'g rige in these than in any other of the six per cent ptocks. There has been a sharp inquiry for ten-forty supposed to be on foreign account, result of which was an advance in the price to 104% a 104%, against 104% a 104% Nate yesterday afternoon. The banks have been ‘buyers to a large amount for the sake of finding em- {ployment for their surplus funds, and the same re- ‘mark ts applicable to the trust companies and other ‘corporations. The removal of the suspense with ‘which the result of the impeachment trial was awaited has at the same time stimulated the demand Yor the reinvestment of the May interest on the pub- ic debt from parties who before held back, while the langour of speculation in railway shares has turned goneral attention to governments, and the volume of #peculative business in them is therefore very large. All the indications continue to be favorable to ® considerable further advance, even if a plank is not introduced in the platform Adopted by the Chicago Convention against the pay- iment of the principal or interest of the national gold ‘bearing debt in anything but coin. At the close the ‘market was buoyant at the following quotations:— Registered, 1881, 114% a 115; coupon, 1861, 114% a 11544; 6-20's registered, 1862, 106% @ 10%; 5-20’s cou- pon, 1862, 1005; a 110; do. 1864, 108% a 108%; do. 11866, 10834 @ 10834; do. 1866, January and July, 110% ® 110%; do. 1867, 110% @ 11034; 10-40's registered, 104)6 @ 104%; 10-40's coupon, 104% @ 104%; June, 7.30's, 108 a 1083; July, 7.30's, 108 a 108%; August compounds, 1866, 118% a 118%, September do., 117K @ 3118; October do., 117% @ 117%. Atthe commencement of business the stock mar- ‘ket was dull and steady, and at the early session of ‘the open board Erie sold at 68%, New York Central 128%, and Pacific Mail 9134. At the first regular board Zhe, volume of business was light, and on the call Fort Wayne was % higher than at the same time yesterday, Quicksilver % and Canton ; while Ohto and Mississippi was 3 lower, Pacific Mail 1 and ‘Western Union Telegraph %. Government securities ‘wore strong and active at an advance of a % per cent. At the open board at one o'clock the market ‘was firmer, jand Reading advanced to 92; Erie, 68%, and Pacific Mail, 01%. At the second regular board the tendency was towards farther improvement, and ‘Erie closed 44 higher than at the first regular board, Reading %, Cleveland and Toledo %, Rock Island %, Fort Wayne , Ohio and Mississippi %, Pacific Mail %, Canton Company % and Western Union Telegraph %, while Quicksilver was lower, Gov- ernment securities were strong and active at a fur- ther advance of % a 4s per cent. At the open board at half-past three the market was firm but quiet, and Erie sold at 60; New York Central, 129; Fort Wayne, 100; Reading, 92%4, and Pactfic Mail, 92%. During the remainder of the afternoon prices ‘were well sustained and there was a little more ac- tivity than usual in the dealings.
