Investigation inte the Seizure of Spanish Wines by Order of the Secretnry of the Tv jo "Testimony Concluded Yes- Report te be Given in a Few “ ter Days. At'various ‘times during the past year the Custom House authorities of thie city seized, on the charge of under-valuation, large quantities of Spanish wines Which hed been imported here, The importers of these ‘wines, who, inemany cases were men of the highest reepectability, and bad long been engaged in mercantile business, felt themselves aggrioved at what they con sidered the arbitrary conduct of the Custom House officers, who, they alleged, without any previous notifica- don entered their stores, seized their books and papers, took them to the Custom House, and left officers in charge of their premises. In fact, these seizures as- sumed many phases, in some cases the wines having been seized in bond. A few were brought to trial and decided im the courts, but the others, it is alleged, were either arranged by compromise or their settlement post- Poned from time to time om various pretences. The morobants, being thus embarrassed, some time since formed combination for mutual protection, and de- cided on making an appeal directly to the Secretary of the Treasury, They claimed that the delavs and detentions to which they were subjected wero causing them great injury, their merchandise in some cases, they averred, being under seizure for one or two years, compelling them either to suapend Business, submit to compromises or await. “(the lawa’ delay.”’ Under these circumstances they jotued in a strong memorial to the Secretary, which they presented through the'r counsel and a committeo of their number, Mr, McCulloch at once decided thatthe number and respectability of the gentlemen named in ‘the memoria! demanded some consideration at his hands, and beat once appointed a commis-ion, consisting of Mr. B.C. Bamfield, the head of one of the custom house bureaus, and Mr. McElrath, of the appraisers’ depart- ment, to investigate the matter aud report thereon, The prompt attention given by the Seerotary was highly sate fafactory to the memorialists. The commission bas bean in daily session at the Cus- tom House for the past month. ‘The testimony was con- eluded yesterday, and the report will soon be ready for delivery. The resignation of Mr. Hanscombe, Deputy. Collector, immediately aftor the assembiing of the com- mission, delayed ite action for u time, The proceedings of the commission have been strictly secret throughout, the Custom House officials first having been called on to state their charges against the importers, aud the latter in turn appearing with their counsel and explaining what they alleged toobe their cause of complaint, From the great secrecy observed during the investigation, very littie of the proceedings have leaked out. But as many of the witnesses examined by the ission have Cpt A before the Congre: Committee on Public Expenditures when it was in session in January last at the Astor House, itis fair to presume that, asthe |: ay examination was under oath ineach case, there can be Nttie or no difference in the disclosures Members of the Galway & 10, Gomes, Walince & Co, : with rrp & many faye) have been Ganlece on both pa Before the Congressional committes they testified to the serious hindrance which these seizures occasioned to forte Deion and = ee ceclarnd ies if Con- gress did not change as to re from ‘the annoyances to which he was sthjected 5 Jeave the businesa, Other witnesses macnis of wines to thin country until such time as ey should feei more confi- dence im the of the customs regulations.
