FINANCIAL AND COMMERCIAL. ‘Tumspay, Mareh 5—6 P. M. ‘The stock market has boom greatly depressed to-day, and the bear element is in the ascendant, To sell “short” ix bocoming more aud more the fashion, and those who buy for a vige are regiirded with pity by those who oper- ate fora fall, The disappointment occasioned by the passage of the $50,000 000 loan certificate bill, the national bank troubles in this State, Boston and Balti- more, and more immediately tue deciine in gold, com- bine to favor the bear moyement at a time when it can hardiy-be said that any speculative spirit is shown on the bull side, owing mainly to the crippled condition of ‘the street. In Boston it is reported that there is a general feeling of distract of the transactions of bankers and brokers since the recent stock house failure there exposed the gross irregularities whith had been practised, and the credit of good houses suders in consequence. The First National Bank of Newton, Mass., 1s stated to be without assets, and this, alike with its defunct namesake of Hudson, N. Y., bas ‘been placed under the charge of a Treasury agent. The ‘Mechanics’ National Bankjof Baltimore, in which a heavy defalcation of long standing has just been discovered, ‘will not, it is announced, suspend business, although ‘the stockholders wit! be mulcted severely to make up the deficiency. These failures and crimes following so ‘soon after the failure of the National Bank of Medina, N.Y., cannot be supposed to oceur without exciting dis- ‘trust far beyond the localities where they took place, the inference being that similar frauds are being perpe- trated in other banks elsewhere; and wére one such in- ‘stance to transpire in this city tie effects upon public - confidence might be disastrous, The money market is easy at six per cent to houses in good Sredit on the Stock Exchange, with a few excep- tional transactions at seven, while the gencral rate for large sums lent on government securities is five. There ts @ moderate demand for discounts, and first class com- ‘mercial paperat sixty days is rated at seven per cent. Dufing the last few days there have been some ship- ments of currency to New Orleans, but there is no out- 0 reported in any other direction tbat is not olisct by the receipts. The passage of the Bankrupt !aw is com- mented upon with much satisfaction among business ‘men, both ia.and out of Wall street, and the expectation is general that after the law has been in active operation for afew months its good effects will be scen in renewed enterprise on the part of an important aggregate of the community whose hands have been hitherto tied by their creditors, At the open board at ten o'clock the railway share market was active but weak. The gold market developed a strong downward ten- denoy, the price declining from 138%; at the commence- ment of business to 1367 at the close. There was a moderately active borrowing demand, aad loans wore made without interest and at rates rauging from 2 to 3 per cent for carrying to 1-82 for borrowing. The demand for the payment of customs daties is larger than usual, in auticipation of the new taril on wools and woollens going into operation on or avout Thursday next. The totai rece)pts at the port yesterday were $1,231,000, al- though to-day they feli of to $763,000, Ihe weakness of the foreign exchange raarket is a commercial element favorabie vo a dochine in gold, but the political situation governs the course of the promium more than mere comumercial influences, ‘he ioreign exchange market was dull and heavy, and tive leading "drawers reduced thelr rate for sterling at sixty days from 108%{ at the opening to 106%.
