— WASHINGTON. THE CASE OF JEFF DAVIS. If Not Tried in October the President Will Unbar His Prison Doors. His Immediate Liberty Seeured if He Will Leave the Country. The Arch Traitor Refuses Such Conditions. Carge Accumulation of Pardon Applica- tions During the President's Absence. THE SALE OF INTERNAL REVENUE STAMPS. de, &. &e, Wasninaros, Sept. 13, 1866, ) ef Davis te be Released in October by the President. Inn previous despatch I stated there was good reason to believe that in a few days Joff Davis would be released - mm pole or bail, I received my information from a ‘hhighofficial, who possesses excellent facilities for learn- (ng te President’s views. and intentions on such sub- _ feota The announcement created quite a flutter among the ppliticians, and eral very influential ones, favor- able the President’s restoration policy, ventured to call m him to ascertain if the announcement were well founled. They urged the President to defer any action ‘in th matter until after the fall elections, reminding him hat be was already accused of sympathizing with Tebes and abusing the pardoning power, and assuring ‘bim:hat the release of the head rebel at this time would be landied by the radicals in the present campa'gn with powrful effect, and greatly impair the chances of the part! now laboring to lect to office men who would sup- Porthis (the President’s) policy. This, Ihave on un- douked authorily. The President replied, that many dis- tingiished and lovai gentlemen from both the North and Sout had appealed to bim for the release of Davis, and ‘Pregnted several considerations, which made a favorable impession on his mind, why Davis should not be beld Jongr in confinement, and that he had said to them that if, fom any fault of the court or the proper officers of the vernment, Davis should not be brought to trial in Octoer, he should not, from any reesons then known | toh, deem it his duty to hold the prisoner for another term but that in giving the friends of Davis this assu- rang he had not anticipated the action of the court, @ndjad not appointed any time for Davis’ release in the evet of his not being tried, He declared that he had from the first destred to have Davis tried for treason, andjed ard such influence and authority as he pos- eaafl to ‘:a"e +. trial take place at an early day; but that Af thre snuuie se ‘urther delay In bringing on tho trial, he Ylievet tha >either the interests of the country nor bis uty demanded :t:ai he keep the prisoner longer in oustily. He a!+o stated that he was unable to perceive thathe release » Davis on parole or bail would furnish the adicals with a valuable weapon, but that he believed ‘the masses, if there should be ‘urther unnccessary dela in bringing him to trial, would approve of his being -@onitionally re! asd. Itis well understood tn the best informed official -ctrcis that Davis will not be tried at the October term, 0 tht his release may be iooked for soon after, but not till fter that time. Odit that Mr. Reed, one of Davis’ counsel, had been eutbrized by the Atorney General to say to his client thatbe government would direct his immediate release -on endition of his leaving the country never to return, andhat Davis indignantly rejected tho offer. Accumalntion of Pardon Applications.
