HUGH McCULLOCH, Scoretary of the Treasnry, PROCEEDINGS IN THE SENATE YESTERDAY. In expectation of the taking ap of the Civil Rights ‘Dill this morning a large assemblage of visitors were at- tracted to the gallaries of the Senate chamber to hear the debates on the subject, After patiently awaiting the e=ptration of the morniig hour the crowd received their first disappointment by a spirited discussion on tne subject of an increase of compensation to Justices of the Supreme Court, Before the sulject was disposed of the galleries were cousiderably thinned, aud the few perse- vering who remained gave it up entirely when the Judi- ciary bill was brought before the Senate, The considera- tion of the Civil Rights bill is set down for Wednesday or Thursday next—probably the Initer. The radicals are getting quite blue; and, though they try to keep up a show of hope, they betray their loss of confidence. Tho Connecticut election has put them ina state of mingled doubt and uneasiness, The attendance of Senators on both sides was quite small in the chamber to-day, ARRIVAL OF SENATOR waronr. Senator Wright, of New Jersey, arrived here to night, and will therefore be present when the vote is taken on the veto, SENATOR DIXON IMPROVING. Senator Dixon is improving, but is still confined at his Fesidence in this city. THE LOAN BILL IN THE SENATE. Mr. Fessenden has reported from the Finance Com- mittee the House Loan bill, without ameadments. After the exciting times witnessed last week on the Stockton ease, and the brief contest om’ ))* part of the radicals to force a vote on the Civil Rights bill immediately after the reading of the voto, to-day has been tolerably a dull (me in Senatorial affairs.
