THE PRESIDENT’S RESTORATION POLICY aND THE ACTION OF CONGRESS. A gentleman just returned from Europe called at the ‘White House to-day and bad an interview, with the Presi- dent, which resulted in a free conversation ‘that took a wide range. The latter was assured that the Exec tive opinions and politics were well understood abroad among intelligent men since the publication of his different Mmessagys, speeches, and addresses to delegations from Southern States, and that they also commended them- Selves t nearly aH Europeans who were at heat friendly to a perpetuity of our Union and ineti- tutions, ‘The President replied that he hoped #0, that he never had any concealmente, and that he tried to 6o express himself as to be understaod of all men. In fact he considered that he was understood by all except such as were determined to misunderstand him. He desired to reatore the Union in fact, as it already was in theory, and to secure to all the States, North and South, every constitutional right they were entitled to; but he was now met by men who were icono- clasts, who opposed all his plans of reconstruction and never submitted any of their own. “Why,” said he, “Congress has now been in session nearly four months, and what bas it done? What is its policy? Can any one answer? Itse:ms tome apparent that ithas mone. It puts itself in the position of cavilling at all propositions from any one else, and of failing to orginate any of ftsown. It 1s doing nothing whatever in the work of reconstruction. Texas is at this instant or a izing a State government of its own. If Congress is op- posed to my plan of reconstruction, and believes this State not only outof the Union, but its citizens not in a con- dition to exercise the right of self-government, why does it not depose the Provisional Governor, oust the officers elected by the people, and impose some other and better form of government? Why does Congress adhere to this dog-in-the-manger policy of refusing to recognize the only government that State has, and yet declining to give a better one?” He then referred to Mr. Lincoln's system of reconstruc- tion, and asserted that Tennessee, at least, was entitled to exercise the constitutional prerogatives of a State by virtue of her action in pursuance of Mr. Lincotn's poliey, &c, His remarks will find an echo in the awakened judgment of the people. THE NRW TAX BILL. ‘The Ways and Means Commitice will soon report the new Tax bill, The committee finally agrees to report in favor of a tax of five cents @ pound on cotton, and of five per cent on all incomes, extending the exemption clause in the latter to one thousand dollars. THE TARIFF BILL. Mr. Morrill, of the Ways and Means Committee, stated to-day that the committee would take up the tarif ques- tion at an early day, Now that night sessions have been ordered by the House more legislation may be expected. THE NEW YORK BANK FOR SAVINGS VS. M. B. FIELD DECIDED—THE BANK LIABLE TO PAY THE REVE- NUB TAX. The United States Supreme Court to-day decided the case of the Bank for Savings in the city of New York ve. Maunsell B. Field. This case was before the court upon & conflict of decision from the Circuit Court for the Southern district of New York. The main question pre- sented was as to the liability of the plainti? to pays monthly duty of one-tweuty-fourth of one per cent upon the money received and invested or loaned by it, as upon deposits with a person or corporation engaged in the Ausiness of banking under the one hundred and tenth section of the Internal Revenue act of January 30, 1864, as amended by the act of March 3, 1865. The action ‘was brought in the Supreme Court of New York to restrain the collection of $11,962, assessed by the Commissioner of Internal Revenue apon an estimate by the assessor, for want of a report by the plaintiff, as a tax upon the aver- age amount of moneys out upon loan or Invested for in dividuals by the plaintiff, in parsuance of its cbarter, dur. ing the months of April, May, June, July and August, 1865, Associate Justice Clifford delivered the opinion of the Court, affixing the third, fourth and fifth pointe, namely :—That the bank is liable to pay the duty; that the loans received and invested are deposits within the meaning of the act of Congress, and that the moneys received on deposit in any one month, and imvested in the manner stated during the same month, are deposits within the meaning of the acts of Congress, so as to render the plaintiff tiable to pay the tax thereon for the same month. Mr. Blaine, of Maine, who was one of the great aston- ished the other day when the endorsement of the Mexi- ean loan was hurried through the House into the hands of the Committee on Foreign Affairs, asked leave to in- troduce a resolution to-day repudiating that hasty aad unwise performance. In Mr. Blaine's opinion, which is shared by many other membera on a sober second thought, any scheme looking to the guarantee of bonds for the Moxicans, Fenians, or anybody else, is unwise and inexpedient, The friends of Mexican bonds were too strong for him, however, and he failed to obtain leave. THE WITHDRAWAL OF GOODS FROM BONDED WARE> HOUSKS. ‘After the disposition of other business in the Senate the reconsideration of the bill extend:ng the time for the withdrawal of goods from public stores and bonded ware- hou:es came up. Senator Sprague, who favors Te- consideration in hopes of being able to reverse the de- cision of tbe Senate, frittered away the valuable tune of the body by reading another long-winded, rambling and boyish composition, endeavoring to prove some- thing which the Senate failed to perceive, The morning hour having expired, the talkative Senator hoprd to be able to postpone the question still another day. The Sena- tors, however, evidently provoked by this useless employ- Ment of thetr time, conctuded to pres#-the question toa decision. The subject consequently was made the special order, the appointed special order being deferred until the matter under consideration was set- tled. This was « clincher. Sprague wasted another half hour, when his supply of words Tap out and be filled their piace by offering some amend- ments to the bill, which he requested should be printed, thus attempting to delay the measure. The Senators, however, voted all down and finally voted not to r com. sider. This put a quictus upon >prague. Fortunately he may not be beard again for some tums. COLORADO. This matter being ended, the Colorado question was Drought up. Senator Sumner made a speech in opposi- tion to the admission of that Terriiory as a State, gving three objections:—First, irregularity of proceeding in the adoption of the con- stitution; second, insuMeiency of the required Population, and third, because it docs not come up ac- cording to the Enabling act and constitution Sumner made a logical speech on the subject, but rather inconsistently capped the climax by bringing in an amendment, and stating that he would vote for the admission of Colorado on the bas's of negro suffrage. Stewart, who always has a great deal to say, now got up and made a considerable noise. The ques- tion, presenting evidence of protracted discusmon, was postponed and made the special order of to-morrow. THE INTERNAL REVENUE LAW. The President has approved the bill declaratory of the meaning of certain parts of the Internal Revenue ect of June 30, 1864. By this, the 120th section applies the duty of five per centum to all dividends in scrip, or money, wherever payable, and all stockholders, policy holders, depositors or parties whomsoever, including non-residents, whether citizens or aliens. The 122d scc.ion, a8 amended, declares stockboiders in any rail. road, eanal, navigation, turnpike or slack water com- pany, to mean all pertons or parties whatever that are or may be mockholders, including non-residents, whether citizens or allens; and the words “all euch interest, or coupon dividends or profits, whenever the same shall be payable,” are declared to apply to all such interest or coupon dividends or profite whenever the game are) oor may be payable; amd to what soever party or person the mme are oF may be payable, including non-residente, whether citt- zens oraliens, Whenever the rates and amounts con- tained in the lists and returns shall be stated in comed money, it is made the duty of the assessor receiving the same to reduce such rates and amounts to their equiva lent in legal tender currency according to the value of the coined money in the currency at the time when and place where the lists,or returns are receivable, and which value the assessor shall determine, The former part of of this new law is to reach a large class of persons who have heretofore been exempt from the tax, and the lat- ter to meet cases where persons have made their returns according to a specie instead of a paper basis. THE EVIDENCE BEFORE THE RECONSTRUCTION COM- MITTER. Cortain radicals are extremely anxious to get the evi- dence before the Reconstruction Committee printed for use as electioneering documenta. Mr. Schenck, of Ohio, offered a resolution calling forthe printing of twenty thousaad copies of the document, but the move was cir. cumvented, as it has been before, by a wary democrat, who objected to the Introduction of the resolution. With thie exception the radicals have been harping for the strictest economy im expenses of the Printing Depart. ment. THE COTTON IN THE SOUTH AND THE CONFRORRATE COTTON LOAN. BLOCKADE RUNNERS IN THE SMUGGLING BUSINESS. Commissioner Sergeant, of the Customs Bureau, is in- formed that the late blockade runners contemplate going into the smuggling business, and that thirty-five vessels havo been fitted out for that purpose. It is expected that they will attempt to land goods on the Florias coast. Measures have been adopied calculated to mate- rially interfere with this jlie-itimate business. 4 CHECK TO OFFICIAL “SAMPLERS.” The Commissioner of Interval Revene has addressed a letter to the collectors of the Second District of Penn- svlvania, that inspectors cannot retain for their own use that portion of spirits taken fromthe cask or package In order to ascertain the proof. This is not only wholly unauthorized, but is looked upon as a positive fraud upon the government and dealer. The collectors are in- structed to adopt such measures as shall effectually put a stop to tie practice. BUSINESS OF THR PATENT OFPICR—THE IRKEPRES- SIBLE YANKEES AT WORK. This is the second highest number ever tesued in one week, the highest amounting to one hundred and eighty-four for the week ending July 25, 1865.
