2 NEW YORK HERALD, TUESDAY, MARCH 18 1866—WITH SUPPLEMENT: FINANCIAL AND COMMERCIAL, Monpay, March 12—6 P. M, ‘The stock market has been active at advancing quots- tions to-day, and the spirit of speculation is vigorously easerting itself. Although business is at present mainly eonfined (o the brokers and professional operators, ra,l- way shares are sufliciently cheap to give encouragens .-. to speculators for a rise, and under the prevail ¥z monetary conditions prices will continue to tend ap ward, indopendently of outside support, until that point of elevation is reached when stocks will fall by their own weight and the efforts of the bears to precipitate it, Michigan Southern still continues the leading feature of the market, and a further rise of about three per cent in the stock took place, attended with large transactions. At the early session of the open board the mark°t was firm. Michigan Southern (sales 3,400) sold at 745 a 4, Erie (gales 2,000) 82% a %, New York Central 913% a %, ‘TUinois Central 116, Cleveland and Pittsburg 757, Fort Wayne 905s. Attho first regular board the market was strong. Michigan Southern continued the most mercu- rial stock on the list (sales 6,000), and closed 1% higher than at the half-past two board on Saturday; Erie (sales 600) was 11 higher, New York Central 34, Cleveland and Pittsburg %, Northwestern , Fort Wayne 34. Missouri sixes were pressod for sale, and declined four per cent on the call, making eight per cent since Thursday, Govern- ment géld-bearing securities wore firm, but not active, under the effoct of the favorable foreign advices report- ing five-twenties at 71 a 3 in London on the 1st instant. Coupon five-twenues were X higher than on Satur- day morning. Seven-thirty notes wore steady. At the one o'clock sessions prices were in the ascend- ent, and at the half-pasi two board there was a further advance accompanied by a bullish tone of feeling. Michigan Southern remained the strongest of the railway shares and closed 1% higher than at tho first regular board (sales 2,600 shares), Cloveland and Pittsburg showed an advance of %, Erie 34, Read- ing %, Northwestern %, preferred 3{, Rock Island 4g, Fort Wayne 3, Ohio and Mississippi certificates 3, Mariposa preferred %, Government securities were in- active, but there was a transaction in coupon five twen- ties at a further advance of 44. At the half-past three open board there was a slight relapse from tho highost point reached, and Michigan Southern (sales 9,200) sold et 76% a 76, New York Central (sales 2,400) a 83, Reading 9834, and Pittsburs 763, Rock Island (, 2) 108, Wayne 90% a 3g, Mariposa 115%, Schuy Afterwards tho market closed steady, fivo Michigan Southern was quoted at 76 a 3¢. and Pittsburg 76 a 4, New York Contra! 90% a 91, Evio 823, a 54, Reading 98.8 4%, Rock Island 108 a 3%, North- western preferred 5344 a 2, Fort Wayne 90 bid. The decline late in the afternoon on the Stock Ex- change was mainly in consequence of the weaknoss of the gold market. The latter opened at 131%, and after declining 1¢ advanced to 13234. It then steadily receded to 1304, at hal!past threo o'clock, Following the close of the regular market the bears jumped upon it, and a further fractional decline was the consequence. Loans wore generally made flat The steamer New York, from Aspinwall, brought $1,425,556 In treasure. Foreign exchange was firm but dull, and bankers’ bills on E dat saxty days were quoted at 1083; a 108%. Large importations strengthen tho eonfidencs of drawers in the maintenance of tho present rates, The money market developed increased ease under the influence of the highly favorable bank staternon: for the week. The large increaso of $5,551,657 in legul tenders shows a material swelling of the volume of loanable funds, while the decrease of $2,271,138 in loans indicates a proportionate decline in the demand for accommodation, The deposits have, howover, decreased $928,497 and the specte $617,893. The circulation bas increased 239,151, under the issue of new mational bank notes mainly. Tho banks, alike with the brokers, met the demand for call Jouns at six por cent, and the exceptions at the legal rate were very few. The discount line is quict at 7 a 734 per cont for the best grade of commervial paper. Business generally in the.dry goods market on the produce exchange and else where has been briskor than it was at the close of last week. Tho Supreme Court of the United States delivered to-day its decision regarding ‘the disputed question of the liability of national bank stocks to local taxation against the banks which appesied from the decision of the State courts. The rosult is @ source of considerable surprise to the ap- pollants, who complain that the lability of bank stocks and the income therefrom to State taxation will prove very onerous—the tax upon personal property in this city last year having been equal to three percent, Wo sro of opinion, however, that the decision of the Su- prome Court is perfectly equitable and in conformity with the a ts of Convress affecting national banks, and that consequently it coald notin justice have been other- wise, Nationa! banks have already privileges enough without claiming the exemption of their stocks from local taxation. They will henceforward, it is trac, be eoinpelied Lo reduce their dividends in proportion to the amount of the local taxes whieh they have thes far practically eseaped, although they will now be requi to pay the arrears; but their profits are go la they will still continue, with porhaps afew oxcer vie exhibits. The mero fact of their Treasury as security for their ciron on their capital, wi d by the government, e by no othor fnancial inatitations in tho country payment of the full rate of interest on bond: posited was‘held out by Mr. C tho creation of national banks, v Lioked forward to as the bulwark of aystom, bit that inducement is no lor nee apd Congress elould pass a law providing for the gradual reduction of the interest on all bonds deposited ws a basis of circulation.
