‘This proves that all the old stock of the fighting ‘editors of Richmond has been kilied off dur- fing the war. These chaps are too nervous and ‘too easily frightened to fire a pistol properly. ft is doubtful if any one of them could hit a ‘barn door during a day’s shooting. The Anglo-Saxon and the Rac France is alarmed for the fate of the Latin face. It is not very certain what the Latin ace is; but the race that French writers intend do designate by that loose*term apparently in- “eludes the European nations whose languages ‘re toast unlike the Latin—Italy, Spain and ‘France. Viewed ethnologically or philologi- cally, the term is ridiculous, inasmuch as it as- #erts an affinity between different peoples on @oints where they are entirely antagonistic; ut viewed politically it is » shrewd enough invention. It is an attempt to auggest to the three nations named that they have something 4n common among them, and that there is a int of view from which they can be regarded asa unit. It matters not whether the point be In language, origin, history or habits; or ‘whether it be that they are the nations that did ‘mot accept the reformation. It is sufficient if they can be classed together for the moment ‘and told that another race—the Anglo-Saxon— is outstripping them in the struggle for domin- ion throughout the earth, and told, moreover, that ihe other race must be held in check. In ‘this way the phrase may start some emulation. Ut is au gppéal to the pride and prejudices of Rase, ‘and may stimulate a nation to hurry into wild attempts that they would keep out of if argued on other and more material grounds, Moreover, convenient use may be made of it, as appaveatly giving very grand motives for very smal! schemes, and with the French people this sort of flattery will go a great way. But classing those several peoples together ‘as the Latin race, and looking at their history in the world, we may see that there is abundant reason for the aforesaid alarm. France’s fears for the supremacy of that race are founded on the hardest sort of facts. Wherever it meets the Anglo-Saxon, its inevitable antagonist, it Ys compelled to give way; and thus it has lost its hold on territorial possessions to the extent and richness of which the ancient Roman em- pire was insigniticant. The Latin race gave to the world the Western hemisphere, and now the Anglo-Saxon has such predominance here that he can calmly look forward to the time when it will be all his own. Down the St. Lawrence, the Ohio and the Mississippi the Latin race has heen driven, step by siep; out of Canada, out of the Mississippi valley and out of its splendid dominions on the Gulf. It was the same in India, The Latin race held there the wealth of Asia almost; but the Anglo- Suxon came, and the Latin race was driven out. It is only on foreign seas, in their grand colo- nial schemes, that the two races, as such, have come in contact, and there the victory bas atways been with the Anglo-Saxon. Europe has never been fairly divided for a contest at home, and when it is we shall see how infiuftely better ted is the northeru race for all the conditions pf existence that prevail now. We shall see thet that in the present state of the world the Lath? race is well nigh as obsolete as the Latin langn®s°- Prance, observing, ‘hus that the tide was going against the Latix’ Tace, has taken certain nieps to stem that tide, Jt is amusing to ob- serve what those steps aré, She. has founded an empire in Mexico, and sustains it by twenty- five thousand soldiers. This is to be the grand rallying point for the beaten race, ac’d the nucleus of the new system in which the Anylo Saxon is to be put down. We might question on various points whether Mexico was the best country to choose for the inauguration of the new glories of the Latin race; but one will suffice. Mexico is a country with which the Latin race has very little to do. Of its eight millions of people more than five millious are of the original Mexican race, and the language ot the country is a great deal leas like Latin than even the French language ix. We may observe also that the twenty-five thousand soldiers who are to turn the tide in favor of the Latin race are not enough. If the Latin race 3 been recently threatened on thi« continent if'bas been by the demonstration of our vast miliary power. This demonstration bas shown that th’ United States altogether cao put tbr millions of men in the field as soldiers. Brave as Frenchme are we doubt if twenty-five thon- sand of them ¢an fight that number, even for the sake of the LaMin race, Altogether we fil that the French gabble about a Latin race & ridiculous; that it is ridiculous to attempt to struggle against the Anglo-Saxon with any combination of races; that to invade Mexico for the sake of a so-called Latin race is more ridiculous, and that to send twenty-five thousand men to hold the United States in check is most ridiculous of all. Latin ‘Tus Assertion ov Tun Mosrox Docrrusr — ‘An enthusiastic assemblage of citizens met at the Cooper Institute on Saturday night to aasert the reality and force of the Monroe doc- trine. They listened to some tolerable speeches, heard read some good letters from prominent tmen, Generals, Senators and Representatives, including the Speaker of the House, ead adopted some good resolutions —smoag others the pertinent and pointed one that “by the promulgation of the Monroe doctrine and its constant endorsement we have assumed ® foward oor sister republice and ‘an obligation to defend und protect them which it would be cowardly and dishonorable to neglect or repadiate.” All of which ix very | .
