2 FINANCIAL AND COMMERCIAL. Monpay, Nov. 27—-6.P. Mi ‘Tho stock market was steady at tho early seagion of the open board this morning. Erie sold at 9334, Michi- gan Southern 76%, Cleveland and Pittsburg 92%, North- western 37, Fort Wayne 1053s, Mariposa 14%. At the first regular board the market was rather dull, Erie closed 34 higher than at the samo time on Saturday, Fort Wayne 3¢, Mariposa 4%. Reading, Northwestern pro ferred and Canton were unchanged, Michigan Southern ‘was lower, Cleveland and Pittsburg <, Northwestern %, Rock Island %, Obio and Mississippi certificates %. Tho stock of the Durango Silver Mining Com- pany, & now organization, with mimes in Mexico, was called and offered at 35, but 2734 only was bid. Government securitis were heavy, and there was more pressure to sell. Coupon sixes of 1881 were 1 lower; five-twenties of the old issue 3, second issue 34, third issue 34; seven-thirty notes of the first series 4, second series 3¢, third %. At the open board at one o'clock the market was 34 81% per cent lower on a portion of the list and steady on the rest, At the second regular board the report of a Mexican government steamor having Deen fired into from the Toxas side of the Rio Grande was turned into capital by the bears, and the market was vigorously hammered. Gold had at the sameéime advanced to 147%, and the fact of the same news putting gold up and stocks down was somewhat anomalous. Erte closed 1 lower than at the first board, Reading %, Michigan Southern 3, Cleveland and Pitts burg 13¢, Northwestern 15, preferred 7%, Fort Wayne %, Mariposa 34, Canton 3, Rock Island 1%. Mariposa preferred sold at 19%. Government securities were weak and a further considerable decline took place. Coupon sixes of 1881 were 34 lower, five-twenties of the old issue %, second issue 34, ten-forties %, seven-thirty notes, first series, 4; second series %. At the open board at half-past three the pressure to sell continued and prices yielded. Erie closed on the call at 91%, New York Central 96%, Hudson River 108%, Reading 11524, Michigan Southern 75%, Michigan Central 116, Cleveland and Pittsburg’ 91, Rock Island 107%, Northwestern 954%, preferred 0534, Fort Wayne 10434, Mariposa preferred 197%, Canton 4634. Afterwards, on the street, there was a general improve- ment, and the market closed with a tendency towards further recovery. ‘The demand for money was a little more active at seven percent, but there were no, complaints on the Stock Exchange of a difficulty in obtaining all that was required. Tho increased activity was more due to the caution of lenders in cdénsequapco of tho prevailing semi-stringency at tho West than to any decrease in the supply. The bank statement for the week is favorable, showing, as it does, an increase of more than two millions and a quarter ot legal tenders, about two hundred and thirty thousand dollars in de- posits and eight hundred thousand in circulation, The loans indicate more activity, having increased moro than six hundred thousand. Tho specie has undergone @ decrease of a little more than one hundred thousand only, which, taken in connection with the issue of $6,679,680 of gold certificates at the Subgreasury during the nine days ending on Saturday, would seem to con- firm our former statement that the greater part of the Certificates issued represent government gold sold in the market, and not deposits by private individuals: The totals of the bank statement compare thus with those of last week :— Now, 18. lov. 235,345,177 Specie, 2,343,542 Circulation 15,340,528 173,870,269 997,271 —The variations are:— Increase in loans. Decrease in speci 106,447 Increase in circulation, 807, Increase in deposits. . 229; Increase in legal tenders. 2,269,711 ‘The discount line is firm at 8 a9 per cont for first-class commercial paper, with exceptions at seven, The second grade ts “quoted at 104015; but it is dimcalt of negotiation, owing to the distrust of private signatures not first class aud the general desire of lenders to keep their capital within reach at call in view of the meeting of Congress. ‘The latter is something of a bugbear just now; but when people find that the Secretary of the Treasury docs not intend to re- sume specie payments at ten o'clock on the morning of ‘the 4th of December, and that however willing his spirit may be the flesh is weak to bring about any such event for am indefinite number of years to come, their appre- hensions will subside. Gongress and the Treasury will be equally poworloss to take any important step towards the rosumption of specie payments for the next three years at least, during which time the goverfment will have to redeem eight hundred and thirty millions of seven-thirty notes in currency; for, with this option, none of the holders will of course con- vert them into bonds unless the latter are above par. ‘The finances will require delicate nursing during the whole of this time, as, in addition to this amount and a hundred millions of temporary loan, more than two hun- dred millions of interest bearing currency, now inert, will mature, and active currency will have to be substituted. We all wish for healthy contraction and a return to specie payments as speedily as may be consistent with the national welfare; but we must allow ten years for an interval of preparation. Meanwhile we must witness the reconstruction of the South, the growth of Southern crops, the consequent in- crease of our export trade and dbvelopment of our re- sources and a return flow of specie from Europe. That the political restoration of the South must long precede any successful effort towards the restoration of specie payments, and that we must also first reap some of the fruits of that ig neither to be contradicted nor overlooked. In yesterday's article we wrote, “It will be enough if during the next three years the Secretary of the Treasury succeeds in preventing the currency from rising above its present volume,” but @ misprint con- verted tho last word into value, The ‘report from the Rio Grande, although it was doubted, and considered unimportant if true, advanced the price of gold from 147% atthe opening to 1475; at the close of business, It was generally considered that, if the Mexican liberals had fired upon the imperial stoamor from the Texas side, our government would promptly repudiate the act. Loans were made at 2 per cent for carrying the coin. Foreign exchange was extremely dull. Bankers asked 109 for their sixty days bills, without meeting buyers or making concessions. Short sight bills were 110 a 34, merchants’ 108 a %, and 107% @ 106% with bills of lading. Petroleum stocks were fairly active. At the first board Pithole Creek closed 6c. lower than at the same time on Saturday, New York and Newark 6¢., Webster 18. ; Beneho Run was 26c. higher, Excelsior 20c., First National 6c., Ham and McUlintock 26c., Oil Creek 950.
