eennnnnnnnnnnnnle Sumpay, Oof 1, 1865. Meme past week witnessed a more aotive atopic market, ‘which towards the close imparted considerable buoyancy to some of the leading speculative shares, Erie excepted. ‘Theefforts of the bears to depress the latter having failed, notwithstanding, as is supposed, large salos of cash stock by the speculative director of the company, andthe efforts of the bulls to force it upward hay ing been equally ‘unsuccessful, it bas remained steady and uvglected. It ‘# rumored that the party roferred to has sold all his stock, but that others connected with him are ‘short’ of it, and by general agreement intent to remain so until a general decline takes place, when it is expected Erie will prove the weakest stock on the list, and they ‘will be enabled to “cover” at a good profit. The stock, therefore, unless the bears change their tactics, will not be likely to sympathize actively with the rest of the market. The bulls have been manipulating Reading, Rock Island, New York Central and old Southern, and there wore indications of the beginning of an upward Moyemont in Cleveland and Pittsburg, based upon an ‘Sxpected five per cent dividend to be declared at the moeting of directo in November,-and also of a contest for the betimsessc.. of the road; but these reports ought to be received with several grains of allowance, it being 8 habit with raliroad managers and oliques to shape their Feports in accordance with their interest! The market closed with a firmer tone than it had pre- viously shown, but speculation is still confined to the and professional speculators, and it would only require a little monetary pressure to give a sharp down- ward turn to it. Meanwhile, however, in the absence of “any sudden contingency, prices are not unlikely to go bigvor. ‘The bald market was firm under an active domand for Customs duries and the export of nearly a milton, The Teceipts on acceust of the former at the Sub-Troasury favor of the average import trade continuing quite as large as at present fora long time to come. The great finerease which it has latterly undergone is shown by a comparison of the amount of duties paid at this port during the two months of July and August this yoar and ast. While the total was less than ten millions in ‘those months in 1864, it was nearly twenty-three mil- Hons in 1865. This is far above the aversge, for in'1860 only a little more than nine millicns was received during the same two months. The imports entered directly for consumption in August were more than double in quaatity those for the corresponding month in 1864, and it is noticeable that there isa very much smaller proportion of the imports entered for warehousing than formerly. The fact is that at tho closeof the war the country was unprecedentedly bare of foreign merchandise, and that the importations since that time have beon shsorbed as rapidly as they have eon made. The exports during the same period have been light, averaging in value little more than three millions in currency per week, while the imports have lattorty ranged from fwe to eight milhons per wack in gold value, exclusive of freight, duty and charges, the valuation being foreign. Our exports this year have edn much higher than they were last year, and so long as prices of domestic produce present their present rela- tion to the gold premium there is no prospect of any very material increase in their amount, even if our own superabundance and the necessities of other nations should prove equal to the most sanguine expectations. Such has been the inflation of the currency aud tbe fic- titious prosperity which it bas imparted to the country’ that prices have advanced far beyond the point justified by the specie worth of the paper dollar. This has ad- vanced iu gold value from 37 cents, at which it stood at ‘one stage of the wi yet prices have in some cases ad- vanced, and in the remainder stood almost stationary. ‘This is easily accounted for. Even on a specio basis ‘we have in our owm history, prior to the rebcl- lion, seen s large inflation of prices, wich was always traceable to bank expansion and a correspond- ing extension of credits. The greatest panic that Great Britain ever experienced was also on a specie basis— wamely, in 1825—and it, alike with that of 1847 in this Country, was provoked by the same paper money infla- tion and imordinate speculation. But it will be long before we reach the era of specio Payments. The representatives of the whol trade and commerce of the country are interested in de- ferring that desirable consummation, and all tho mer- chants in the land cry alond for its postponement. Under such circumstances the reign of paper money @xtonds itself indefinitely down the stream of time. But sooner or later it will come, and then, in all likeli- hood, under enforcement, in the midst of panic, which ‘will blot out of existence a vast amount of fictitious ‘wealth, after the manner of similar financial and com- mercial convulsions in other countries. ‘That we cannot resume or even approach specie pay- Mente without great commercial revulsions is evidenced by the history of the assignats and mandate fm France, and the disastrous consequences to trado in Groat Britain after Waterloo while the effort towards that ond was being made. In France, in the time of the First Napoleon, the resumption was brought about by @isorediting the currency, and in Great Britain during the same epoch by appreciating ita value to the gold valuc. Yet in both instances the immediate results wore similar, and the recoil from the previous expansion ‘was almost equally disastrous. Of the effect in England ‘we gather some iden from the following extract from a contemporary historian :-— Aa the memorable Ist of May, 1823, drew near, the country bankers, as well as the Bank of England, natu. rally prepared themselves by a gradual narrowing of thoir circulation for the dreaded hour of gold and silver payments on demand and the withdrawal of the small We have already seen the fall in prices produced Lo 4 this universal narrowing of the paper circulation. 0 effects of the distress produced all over the country, ‘the consequence of this fall, we have yet to soe, Thb @istross, ruin and baukraptey which now took ‘wore universal, atfectiny both the great interests ‘ofan’ and trade. But among the landlords, whose estates were ‘burthened by mortgages, jointures, settlements, lega the offocts were moat marked and out of the ordinary couree. In hundreds of cases, from the tre. ‘endows reduction in the price of land which now took Place, the estates barely sold for as much as would pay Off the mortgages, and hence the owners were stripped of all rt ate Deen Amidst pe doubts, eet and general want of Confidence cau ppatiog rain which flowed from th dcen crews oF te paper, and by the bloody vutrages and bittor persecutions which again flowed from the effects of that rain, it was felt necemary to attempt to draw, if possible, the ties that bound tiie middling classes of the nation to the funding and papor system still clover, and to add, if such a thin Se os, to the strength and number pray ike Opposition will confront the progress of the Feturn to specie payments in this country is certain; and the evils which other coontries have suffered in their re- turn to specie payments are not to be eseaped. History im over repeating ‘teclf. But whether with or without the will of the people, specie payments will be some day forced upon us, for the present inflation will even- tually culminate in public distrust, and then may come @ timo, as in England in 1825, when goods will be only obtainable for gold or by barter. Meanwhile, however, much of the evil financial consequences of the war may be avoided by a gradual funding of a portion of ‘the currency. This, without materially affecting the price of gold, will tend to lower prices, which are at pre- gent toworing far above the specie level, causing an un. reasonable disproportion between the relative prices of Torvign and domestic commodities, which is only partially neutralized by the high tariff now in fore, ‘The vational bank note issues are con- stantly adding to the volume of the paper money in ctr- culation, and some each counterpolse as the contemplated funding process presents must be established if wo are to avoid the evils of a continued inflation of prices, to be followed by the inevitable collapse, ‘Tho oxtreme ‘fuctuations in gdld during the week Forei gn exchange elored dull but steady at 100% for ‘the best Hankers’ bills at sixty days, The rates genorally Agkod w: We, however, 100% # 110.
