_ OAKEY HALL'S SPEECH AT SYRACUSE. WHERE GREELEY’S GROANING PLACE IS, HOW THE HERALD HAS SAVED THB COUNTRY. Last year * Fattended the Albany Convention to help upeet his poli- tical car, J am this year engaged in the same labor of Jove and duty. Why? Because my old republican associates have gone back upon all their abstract professions about free speech, {roe press, and resistance to executive ep. Groachments upon the constitution; and because the old issues have been captured by the original obscure element of abolitionism in the party— the stone which the -conservative builders rejected bas become the headstone of the corner; and because the politico economic class, who went in for ‘white labor against black have been overthrown at Wash- Angton. The foot of Chase is on the neck of Seward, ‘whom I still persevally love, and would therefore politi- eally avenge, and because conservatives have no chance of survivorship nor sphere of duty, except with the de. mocracy. Impracticable theorists have captured Lincoln. He atroggies with them as the brave Grecian strove with ‘tho syrens; but, unlike the hero, he succumbs. He yielded to the emancipation pressure,,to the contiscation ‘equeezes, to tho negro soldiery mili, and must shortly give ‘way to the new schemes of congressional abolition and the conversion of the South into territorial governments. Desrrccrion or 4 Sronenouse on AtLaxtic Dock BY Fine.—About four o'clock on Friday morning a fire broke ‘out in one of tise storehouses on the north pier of the At- lantic Dock, occupied by Mr. R. H. Lambier. It was of stone, three stories in height, and known as No. 23. The fire had evidently been kindled some time before it burst forth from the windows and became visible. The fire- men speedily reached the scene, but the flames had aire ady made such progress that they could not be sup- pressed. The adjoining buildings were, however, saved from injury. The contents, which were ail consumed, Consisted of seven thousand bushels of corn, six hundred and twenty-five bales of hops, twenty hogsheads of to- Dacco , large quantity of cotton and other goods seized by United States vessels on the Southern coamt. The pro porty was owned by different bebe and was monly jusured in New York and Brooklya offices. The lows on contents amounts to about $15,000, and on building $3,000. The fire is supposed to have been the result of acc) dent, Large Fire at North Anson, Me. Portianp, Me., Oct. 30, 1863. Ten buildings, including cight stores, opposite Brown's Rotel, in North Anson village, were burned last night. Fifteen thousand dollars worth of wood, belonging Mr. Churchill, was consumed. No insurance. Sr. Jommrn, Mo., Oct. 90, 1863. D. K. Abell, editor of the Tribune, waa arrested to day and sent to St. Louis. It ig supposed that he was arrested in consequence of Articles publisbed in the Tridane in violation of that part of Military Order No, 96 which relates to the utterance or pudlisbing of any word calculated to produce disaffec- tion or insubordination in the ranks of the militia, or Dring nwo contempt the military authority of the govern ment. The articles published by the Tribune wore de- famatory of the independent militia, FINANCIAL AND COMMERCIAL. Satonpay, Oct. 31—6 P. M. Money is again in very active demand to-day, and everything offered is quickly taken at 7 per cent, which is the minimam for call loans. This being the last day for subscriptions to the 6-20 bonds with the fall May coupon, for which there is snch # rush, unusually large amounts are re- quired for investment in that quarter. Gold opened at 14534, a decline of % per cent, and was comparatively dull throughout the morn- ing.
