While affecting to believe that the HignaLp was not “authorized” to make the announcement, the loading journals have discussed the subject with gravity and soriousness. Whether thoy bolieve the Hgnaty was authorized by the government or not, they evidently think thore is good reason why they should be called to aocount as soon as you bave settled your affuirs in the Southern States. They are thus timid and startled at every announcement on the subject. “The thief doth fear each bush ax officer.” The various probabilities of the end of the rebellion and a declaration of war againgt France aod Kngland have been discussed and canvassed in every form. There is great hesitation on the part of Lord Palmer- Gton’s goverument to join France im any strong demon- atration towards Russia, I learn from bigh quarters that ‘this hesitation is dictated by the well founded appreben Sion that the ocean would aoon be covered with Russian voasels fitted out in the ports of America, Though Russia has agreed with France and England to abolish privateer- ing, there is nothing to prevent giving regular commis- ions to sbips built in the ports of the United States. It is well known that Russia is not averse toa war with both France and England, and the more so on account of tne entente cordiale with the American government, and ‘the probabilities of a war between the great re- public and the dictatorial Powers of the West of Europe. Napoleon is ready for a war with Russia, particularly as all the German principalities are on most cordial terms with France, and are as cordial in their hatred of Russia. There is evidently now far Jess probability of @ collision than there was a few weeks ago. Should such a conflict arise, the lesson taught the United States by the demeanor of Great Britain during ‘the rebellion would not be thrown away.
