Acting Brig. Gen. B. F. Onderdonk, ist New York mounted rifles, and two companies of the 11th Pennsylvania cavalry, haye just returned to Portsmouth, Va, from a long raid into North Carolina. They passed through Edenton, N. (., and opened communicrtion with Captain Roberts, in command at South Mills; thence } they proceeded to Pasquotank and Hertford, and while about half way between the two places were attacked by guerrillas, and in the skirmish lost two wounded riflemen. MeEMPii6, Aug. 21.—Advices trom Arkansas say that all the rebel forces in that State are concen trated at Almeda, five miles below Little ock. Kirby Smith has arrived and taken command of the troope, and is erecting fortifications. The people in the White river country are in almost a starving conditior, and there is astroug disposition throughont the State to accept peace on cet terms. W. H. Lee, a friend and classmate ot the editor of the Bulletin, ju=t from Georgia, says nothing can equal the abject condition of the people of the southern States.
