BSonpay, August 16, 1963. . The depletion of the Sub-Treasury which com- menced a week ago, and has been going on ever since, relieved the money market in a very marked manner last week. Yesterday call loans were quoted at 6 a6 per cent.. Bankers who sent out to lend money could not get more than 5: specu- lators and brokers who went out at @ late hour in the day to borrow could not make better terms than 6. We hear of no transactions at 7 per cent, though it would seem that some such are reported to other journals. Mercantile payer sella at 4, a 6% for tirat class names, and 5% a7 for good business paper. Debt certificates are steady at 44 ® %of lper cent discount. In the course of a few days several millions will be disbursed by the Sub-Treasury for the payment of troops, all of which wi! come back to bank within three or four weeks, Conversions have fallen off latterly to little more than half a million a day for the whole gountry. This arises not from any decline in public coniidence, but from the fact that, for the present, the demand fo? govera- ment securities has After a time that demand will especially as Barope appears to be ‘ing nearly ‘8 million a week ef our goveroment bouds. But it is doubtful wiether the Treasury Department will be able to tide over the fall months without a fresh issue of currency. Many contractors’ bills are now considerably in arrear, and if the present delays continue it must be expected that govern- ment will be charged so much the more to defray the cost of waiting for money. It was pretty ge- erally understood some weeks since that an issue of Treasury notes, being a legal tender, bearing five per cent interest, and maturing in one or two yeare, would be made this summer. The Hecretary @ppears to have permitted himself to be dissuaded from this policy by parties who cherished a dread of paper money. It is not easy to sec, lfow- cre by what means he will escape the necessity of printing more money. In the course of a fort- night the new banks organized under Mr. Chase's act will begin to receive their currency, and it ia ponsible that before Christmas $100,080,000 of this currency will be in circulation. Very bitter complaints are made of the slowness of the Depart: ment in furvishing the notes, They ought to have been ready for distribution long ago. Prices at one time fell very considerably, but rallied afterwards. The first cause assigned for the fall was the large decrease of bank deposits. When it was shown that this ac- cident had been repaired betore it was made pub- lic, by the heavy disbursements of the Sub-Treas- ury, the next ground given for the full wax the *commencement of a great railroad war, involving cutthroat competition and famine prices on the leading lines of railroad. The ground on which this theory rested was an announcement by the Fort Wayne road that it would carry passengers to Chicago for $18, the fact being that, ever since the rebel raid, the through business of the Fort Wayne line had fallen off so considerably that the managers felt the necessity of taking some unusual step to advertise their line. The Fort Wayne was, of course, followed in the reduction by the North and South shore Mnes, and the New York roads and the Pennsylvania Central humored the belligerents so far gs to sell tickets for them at the reduced rate—taking care, however, not to prorate with them, but charging their usual fare. These were pretty slender grounds for a bear movement. If the throngh lines had all commenced a warfare, and prorated the reduction to $18 to Chicago, the diftererve to the Erie, Central and Pennsyl vania Central would not have amounted to $15,000 a month. The last great railroad war did not really cost the belligerents any sum worth men- tioning. At this season of the year nine-tenths of the railroad traffic is local, and wars on through fares are mere diversions. This, however, was “the ground upon which the’ bears of the hoard and the street sold Michigan Southern, Erie, Centra- and Fort Wayne in enormous amounts. The con- sequence has been that Southern old—the first stock to feel the effect of the excessive sales of the bears—rose last week from 92 to 108%, closing 108 a Toa. It is privately under- stood that the recent puschasers of this property contemplate a change of management, and a con- solidation of receipts with the four Cleveland roads which have already massed their receipts; and the presumption therefore is that the present holders will not sell any considerable portion of their stock.
