July #4, An order was issued by the military on Wednesday, nomore colton should cross the Rio Grande, and ull rties wero requested to furvish the command: Ng Rene Tal with a statement of the colon they had on at this commotion, not because it sto; cotton, but because nobody seemed to know what was behind. Some said that Leth rte pee intended to seize all the cotton; others: that a seizure pro rata was to be made from the cotton of ail, to fill the necessities of the government, while others said that General Bee was hunting for some cotton sent out as government property, but which found another owner ov ite arrival bere. The official talk in- dicated that the government had contracts. to fill here, thata seizure of cotton was necessary to do it, ag the contractors bad not come to time with the cotton. The fect was lo unhinge everything, and parties unfor- funaie enough to own property of that kind were buseing atout with a large sized flea in their ear, Ail hands voted it an Rar a and many pious, blersings fell on Major Hart and his friend and tector, John A. Wilcox, of Congressional notoriety, government appointed Hart, and Heaven knows bow Many other kindred spirits, to buy cotton and transport it to the Rio Grande, Israel promised to attend io tho matter, and after a time * grandeously’’ announced that *. thousands of bales were on wheels bound for the Rio Grande.” Contracts were made at this point on the faith of these trangactions, but unfortunately wher the time to settle’ came the cotton was not to be had. ‘The ‘‘grandeous”’ statement turned out to be ahumbug. The ‘thousands of bales on wheels” turns ont to. be private Property, and Israel and Yankee Doodle wore the owners. This unfortunate condition of affairs drove the goverument to the necessity of doing something to comply with its contracts, and the e-der of Weduesday was that some- thing. In France, in such an emergency, the Emperor would hunt up the contractor or the sgent and bang him bat fn this country. the El Paso vote will save and anoint the agent tn this instance for some higher appotntment. We understand that General Bee has been ordered by General Smith to procure cotton at this point to meet the Contracts now unsatisfied; and we understand that Gon Ree intends to carry out the order to the best of his abi. lity. It is his daty to do #0, aud ho will do it. ia one of first, he will buy cotton and pay for tt in cot nda which are now quoted al par in 4 thy, he will borrow cotton, promising to re'urn it in riaty days or, thirdly, he will impress it asa military n ceaiy, 0 government needs the cotton, and while we are at liberty fo “cuss” the neglicence or criminality of Hart for not doing what he was sent to do, we can have no cause to complain agains: General Bec, who is only the officer ap- pointed to do a very disaereeable duty. In the mean- time it is to be hoped that Goneral Smith, who has done what he had no right to do in this instance, will strech Jus assumplion of authority fu ther and jayhawk Mr. Hart.
